Job Specification

DRIVER IMPROVEMENT ANALYST 1  

DEFINITION:

Under close supervision of a Driver Improvement Analyst 3 or other supervisory official, in the Motor Vehicle Commission, reviews the violation records of drivers; conducts personal interviews; conducts special investigations; may act as liaison to municipal court personnel in order to ensure compliance with Title 39 and assists the court in all matters concerning Motor Vehicle Commission laws, rules, and procedures; does related work.

EXAMPLES OF WORK:

Assists in monitoring the driver improvement action program beyond scope of initial problem driver contact.

Assist in special problem cases and takes actions necessary for resolution.

Coordinates the preparation of correspondence related to driver improvement programs.

Maintains organized files as a reference source in the evaluation of driver's records violations to determine the application of appropriate New Jersey Motor Vehicle laws, regulations and policies.

Assists in the scheduling and planning of workloads and in developing material and procedures to improve the driver improvement program.

Assists in determinations, recommendations, and scheduling of appropriate follow-up actions for possible drivers.

Assists in interviewing Motor Vehicle licensees or their representatives who have questions concerning violations, suspensions, or other license problems.

Responds to inquiries from the general public, police and other state agencies and provides information regarding license suspensions and restorations practices.

Assist in assigning schedules, reschedules, and ensures attendance of drivers in the Driver Improvement Rehabilitation programs, driver re-exams, or pre-hearing conferences, consistent with MVC regulations.

Assists with investigations relative to special problem cases.

Confers with drivers presenting additional facts that may have an effect on the suspension.

Assist with the reviewing of all driver record documentation in order to determine compliance with the New Jersey Motor Vehicle laws, rules and regulations in order to authorize driver license suspensions, restorations law ensuring expeditious and accurate preparation of reports for submission to MVC.

Visits the municipal courts in order to provide assistance and guidance when operational problems occur.

Compiles and submits clear, sound, accurate and informative reports containing findings, conclusions, and recommendations.

Prepares routine correspondence relating to driver record violations.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in reviewing, analyzing, and evaluating material dealing with the application of rehabilitative programs, laws, regulations, policies, and procedures affecting probationary and problem drivers.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

NOTE:"Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the techniques of interviewing and their application to specific situations.

Knowledge of the Motor Vehicle laws (Title 39) of New Jersey and the rules, regulations, policies, standards, and procedures of the Motor Vehicle Commission established there under and their application to specific situations.

Knowledge of vehicle and traffic laws and associated penalties and fines and relative effects of various physical and mental impairments on driving behavior.

Knowledge of the operations of the Motor Vehicle Commission.

Knowledge of familiar medical and legal terms to properly conduct driver improvement conferences.

Knowledge of the Motor Vehicle Commission standard operating procedures (SOP) for notifications.

Ability to develop and maintain effective liaison activities with other traffic oriented agencies and organizations, coordinate driver improvement activities with research programs, participate in research design activities, write and speak effectively, and analyze existing programs constructively.

Ability to prepare correspondence.

Ability to organize assigned work, analyze problems, and develop appropriate work methods.

Ability to communicate effectively and courteously with others.

Ability to understand all municipal court's rules and procedures pertaining to motor vehicle offenses.

Ability to act as liaison between the Administrative Office of the Courts and the Motor Vehicle Commission.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
