DRIVER IMPROVEMENT ANALYST 3 DEFINITION:
Under direction of a Supervising Driver Improvement Analyst or other supervisory official, in the Motor Vehicle Commission, reviews the more complex violation records of problem drivers; conducts the difficult personal interviews; conducts special investigations, and supervises assigned staff; acts as liaison to municipal court personnel in order to ensure compliance with Title 39 and assists the court in all matters concerning Division of Motor Vehicle laws, rules, and procedures; Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; Does related work.

EXAMPLES OF WORK:
Supervises analysts in the division's driver improvement program for the formulation, implementation, and administration of a comprehensive analysis and improvement program.
Develops and conducts investigations of special problem cases and directs the implementation of corrective actions.
Supervises the processing of motor vehicle cases that have been decided by Administrative Law Judges, the referral of exceptions to those decisions, and the processing of the final Memorandum Decisions of the Director of Motor Vehicles.
Provides input for the scheduling, planning, and developing of materials and procedures to improve driver rehabilitation programs.
Supervises the work operations and/ or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and or disciplining of employees.
Handles field operations independently.
Oversees all correspondence related to driver improvement program.
Makes determinations, recommendations, and schedules appropriate follow-up action(s) for problem drivers.
Acts as a liaison between the motor vehicle division and the municipal courts.
Conducts/presides over Motor Vehicle Commission sponsored individual counseling sessions, assists in the development of driver awareness programs.
Select witnesses for all formal motor vehicles hearings as well as obtaining records, affidavits, and other documentation to be admitted into evidence at these hearings.
Approves, on behalf of the Supervising Driver Improvement Analyst, all actions regarding failure to appear or non-contested cases.
Prepares correspondence relating to driver record violations and other informative statistical reports containing findings, analyses, conclusions, and recommendations.
Performs analysis of driver records, studies computer outputs for pertinent data to identify drivers for improvement action, searches driver case records for additional background material on problem drivers, and relates the value of violations, accidents, mental disabilities and physical disabilities to recommend course of driver improvement action.
Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience in reviewing, analyzing, and evaluating material dealing with the application of rehabilitative programs, laws, regulations, policies, and procedures affecting probationary and problem drivers.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the techniques of interviewing and their application to specific situations.
Knowledge of the Motor Vehicle laws (Title 39) of New Jersey and the rules, regulations, policies, standards, and procedures of the Motor Vehicle Commission established thereunder and their application to specific situations.
Knowledge of vehicle and traffic laws and associated penalties and fines and relative effects of various physical and mental impairments on driving behavior.
Knowledge of the operations of the Motor Vehicle Commission..
Knowledge of the Motor Vehicle Commission standard operating procedure for notifications.
Ability to train assigned staff.
Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
Ability to develop and maintain effective liaison activities with other traffic oriented agencies and organizations, coordinate driver improvement activities with research programs, participate in research design activities, write and speak effectively, and analyze existing programs constructively.
Ability to interpret and apply Motor Vehicle laws (Title 39) of New Jersey and the rules, regulations, policies, standards, and procedures of the Motor Vehicle Commission.
Ability to prepare correspondence.
Ability to organize assigned work, analyze problems, and develop appropriate work methods.
Ability to communicate effectively and courteously with others.
Ability to understand all municipal court's rules and procedures pertaining to motor vehicle offenses.
Ability to act as liaison between the Administrative Office of the Courts and the Motor Vehicle Commission.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
