DIRECTOR OF CUSTODY OPERATIONS, NEW JERSEY STATE PRISON

   

DEFINITION


   Under direction of the Administrator, New Jersey Prison Complex
   in the Department of Corrections, has direct management of the
   correctional law enforcement staff and has total responsibility for
   the programs for and implementation of the custody, security,
   control, and care of the inmate population throughout the Prison
   Complex; does related work as required.

 NOTE: The examples of work for this title are for illustrative

EXAMPLES OF WORK:

   Directs the overall operation of the custody staff, and ensures
   the operation of the various work units including the main prison
   facility, Vroom Readjustment Unit, St. Francis Medical Unit, Capital
   Sentence Unit, and Jones Farm Unit in accord with established
   standards and policies.

   Serves as permanent member of the Classification Committee and
   utilizes inmate classification material in making sound judgments as
   to the degree of custody required for an individual to prevent
   disturbance and escapes.

   Develops and implements plans for staffing allocations in
   accord with departmental and institutional standards.

   Assumes direct responsibility for custody staffing ensuring adequate
   coverage of all locations within the prison complex.

   Assists the Administrator, Prison Complex in the development of
   policies relating to custody, security, control, and care.

   Develops and ensures implementation of standard operating procedures
   specific to each policy contained in the Administrative Plan Manual.

   Is responsible for operating the custody department with the
   established financial appropriation and for justifying cost overruns.

   Evaluates the fiscal needs of the custody department and submits
   budgetary requests to the administrator for inclusion in the
   facilities' budget request.

  Conducts grievance hearings with labor organizations and/or
   individuals who have submitted contractual or noncontractual
   grievances.

   Meets with designated representatives of labor unions to discuss and
   resolve complaints.

   Reviews pertinent criminal intelligence regarding facility
   security and initiates appropriate remedial actions.

   Oversees the investigation of alleged violations of rules and
   regulations by custody personnel and reviews and determines
   appropriate disciplinary action.
  
   Ensures that appropriate activities are implemented to hire new
   officers and interviews and selects candidates for supervisory
   custody positions.

   Manages the work operations and/or functional programs and has
   responsibility for employee evaluations and for effectively
   recommending the hiring, firing, promoting, demoting, and/or
   disciplining of employees.

   Develops and updates specific plans to be implemented in the
   event of an attempted or actual escape; in the event of such an
   incident, mobilizes custody staff and makes critical decisions
   regarding strategically and tactical deployment.

   Reviews and evaluates all critical incidents concerning inmates
   and indicates specific remedial actions in response to same.

   Is responsible for development and revisions of emergency plans
   to be implemented in the event of inmate riots or work stoppages or
   employee job actions.

   Reviews and makes recommendations regarding physical plant
   improvements, repairs, and alterations.

   Ensures that all work is conducted in accordance with the security
   considerations of a maximum security prison.

   Coordinates activities with federal, state, county, and
   municipal law enforcement officials relating to the transport of
   inmates to and from the prison complex and is responsible for
   ensuring the custody of the inmate, and the safety of the officers,
   and the public at large.

   Serves as liaison with federal, state, county, and municipal law
   enforcement and judicial officials with regard to criminal
   information relating to the inmates in the custody of the prison
   complex.

   Supervises the development of basic and advanced training
   programs for all custody personnel.

   Is responsible for development and revision of standard operating
   procedures relative to the Capital Sentence Unit including procedures
   for the implementation of a capital sentence.

   Will be required to learn to utilize various types of
   electronic and/or manual recording and information systems used by
   the agency, office, or related units.

   REQUIREMENTS:

   EDUCATION:

   High School Diploma or its equivalent.

  EXPERIENCE:

   Six (6) years of supervisory custodial experience in programs
   involved with the custody, security, control, and care of inmates in
   a large correctional institution.

  NOTE: Appointees to this position shall be required to qualify
   in the use of firearms on an annual basis.

 LICENSE:

   Appointee will be required to possess a driver's license valid
   in New Jersey.

   NOTE:  The responsibility or ensuring that employees possess the
   required motor vehicle license, commensurate with the class and type
   of vehicles they operate, rests with the Appointing Authority.

  KNOWLEDGE AND ABILITIES:

   Knowledge of the practical administrative problems involved in
   managing a large penal institution including the supervision of a
   large group of custodial employees.

   Knowledge of modern correctional techniques relating to mechanical
   force such as firearms, chemical agents, hand held instruments, and
   so forth.

   Knowledge of the New Jersey 2C Criminal Code as it applies to the use
   of lethal and nonlethal force after a period of training.

   Ability to apply the standards, policies, objectives, regulations,
   and procedures established by the Department of Corrections for the
   conduct of correctional institutions and their application to
   specific situations.

   Ability to understand and interpret all labor contracts applicable to
   the correctional series.

   Ability to assign and instruct custodial employees, and supervise the
   performance of their work.

   Ability to organize responsible supervisory custodial work and
   develop effective work methods in accordance with established
   procedures.

   Ability to develop and supervise the development of procedures and
   policies.

   Ability to supervise the development of training programs for the
   custodial force and for new employees.

   Ability to supervise the conduct of special investigations and
   inspections as required.

   Ability to assume the full responsibility for the effective carrying
   out of the prison's master escape plan and to prepare detailed
   written reports of the circumstances of attempted and/or actual
   escapes.

   Ability to direct the ongoing essential prison activities of all
   types.

   Ability to talk with representatives of outside agencies and others
   concerning the general policies of the prison.

   Ability to perform repetitive work without loss of equanimity,
   patience, or courtesy, to remain calm and decisive in emergency
   situations, and to retain emotional stability.

   Ability to prepare and supervise the preparation of clear, sound,
   accurate, and informative reports containing findings, conclusions,
   and recommendations.

   Ability to direct the maintenance of essential prison records and
   files.

   Ability to learn to utilize various types of electronic and/or manual
   recording and information systems used by the agency, office, or
   related units.

   Ability to read, write, speak, understand, or communicate in English
   sufficiently to perform the duties of this position. American Sign
   Language or Braille may also be considered as acceptable forms of
   communication.
