Job Specification

BUILDING SERVICES COORDINATOR 3

DEFINITION

Under general supervision of a supervisory official in a state department, 
institution, or agency, supervises and evaluates the activities of the unit 
and is responsible for the environmental and operational needs (office
layouts, alterations, decorating, telephone facilities, telecommunications's 
requirements, and so forth) for the division or the department at all locations 
throughout the state; does related work as required.

EXAMPLES OF WORK

Works directly with Commissioner's personal staff, Assistant Commissioners, 
and/or Division Directors on their environmental and operational needs, 
office layouts, alternations, decorating, telephone facilities, communication's 
requirements, and so forth.

Is responsible for general maintenance of field offices and Central Office 
buildings.  Resolves all emergencies that may arise such as heating and 
air conditioning breakdown, roof damage, flooding, electrical problems, 
burglaries, and parking problems.

Acts as liaison between the department, institution, or agency, and the 
Division of Building and Construction on all engineering and architectural 
work that may be required by the department, institution, or agency, 
throughout the state.

Acts as liaison between the Building Management and Budget and 
Accounting on all fiscal matters relating to environmental and operational 
needs of the department, institution, or agency.

Approves all requests and supervises the site inspection and preparation 
of all telephone orders for the department, institution, or agency.

Schedules periodic field trips when necessary to resolve construction 
problems.

Is responsible for installing and maintaining local office computer terminal 
equipment, including data lines and related circuitry.

Supervises  the work operations and/or functional programs and has 
responsibility for employee evaluations and for effectively recommending 
the hiring, firing, promoting, demoting and/or disciplining of employees.

Approves completed work in field offices and arranges for payment of 
contractors.

Acts as liaison between the department, institution, or agency, the Division
of Telecommunications, and the vendors  in all  communication matters.

Supervises the cost estimating function for telecommunication equipment 
and installation thereof for the buildings and offices throughout the state to 
procure necessary fundings and for budget preparation purposes.

Supervises the maintenance of lease, correspondence, and blueprint 
files for field locations and the Central Office buildings; revises blueprints 
when necessary.

Assigns and instructs clerical employees in the building maintenance unit 
and field offices and supervises the performance of their work.

Prepares  correspondence and reports for  the Commissioner’s, or the 
representative’s signatures. 

Supervises necessary research prior to the preparation of budget requests 
for rents, alterations,  computer equipment, and related matters.

Prepares clear, sound, accurate, and informative reports which define the 
problems, establish the facts, draw valid conclusions, and make suitable 
recommendations.

Supervises the maintenance of essential files.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS

EXPERIENCE

Four (4) years of experience in property maintenance, including scheduling, 
coordinating, and expediting alteration, renovation, and repair work, and 
vendor management, one (1) year of which shall have been in a supervisory 
capacity.

LICENSE

Appointee will be required to possess a driver's license valid in New Jersey 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of methods and procedures used in the inspection of physical 
plants, including determining the adequacy of heating, lighting, ventilation, 
air conditioning, and sanitary facilities.

Knowledge of the interpretation of blueprints, drawings and specifications, 
and the evaluation of technical data.

Knowledge of legal terminology used in the interpretation of lease contracts, 
bonding, insurance, and related matters.

Knowledge of the interpretation of the National Safety Code, local city 
fire codes, and the Senate Bills promulgating barrier free facilities for the 
handicapped.

Knowledge of supervisory techniques and practices. 

Ability to supervise preparation of reports for Director, Assistant Director, 
and Bureau Chief.

Ability to meet and confer with state officials to determine agency 
communications requirements.

Ability to help develop procedures, techniques, and instructional material 
for the proper use of building facilities and systems.

Ability to supervise research prior to the preparation of budget requests 
for rents, alternations, heavy equipment, and related items.

Ability to resolve construction problems with contractors in the field and 
involving emergencies that may arise in the Central Office buildings and/or 
field offices throughout the state such as heating and air conditioning 
breakdown, roof damage, flooding, burglaries, electrical problems, and 
parking.

Ability to organize assigned work and develop appropriate work methods.

Ability to prepare clear, sound, accurate, and informative reports which 
define the problems, establish the facts, draw valid conclusions, and 
make suitable recommendations.

Ability to supervise the maintenance of essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording 
and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English 
sufficiently to perform the duties of this position. American Sign Language 
or Braille may also be considered as acceptable forms of communication.
