HIGHWAY OPERATIONS TECHNICIAN 2
DEFINITION
Under limited supervision of a Crew Supervisor in a highway operations
crew within the Department of Transportation (NJDOT), performs unskilled
and semiskilled work involving repair and maintenance of the State’s
highway systems including right of way and all ancillary highway structures
which may involve a variety of duties requiring physical exertion, manipulative
ability, the use of hand, machine, and the more complex power tools; operates
the more complex mechanized highway maintenance and construction
equipment and checks, services and with assistance, makes emergency and
minor repairs to same; does related work as required.
NOTE: Employees at this level receive limited, intermittent supervision with
considerable latitude to apply judgment to daily problems and non-routine
situations. Assignments may be reviewed on completion for general
conformance with standard practices and policies and procedures relating
to highway operations.

EXAMPLES OF WORK
Assists the lead worker of a small group of employees and assists in all
phases of work for the repairs of the New Jersey State transportation system.
Uses bituminous materials and various aggregates for the repair and
maintenance of varied types of highway pavements and shoulders.
Patches potholes in roadways with asphalt and/or concrete.
Repairs, cleans, and maintains State highway drainage systems (inlets,
basins, culverts, etc.) and structures of all types.
Operates and performs routine maintenance on State vehicles, trucks,
front-end loaders, and other equipment/snow equipment.
Mows grass, cuts weeds, cleans brush, maintains vegetation on roadsides
and slopes, and removes small and large litter debris.
Trims, prunes, and removes trees and shrubs and performs emergency
landscaping duties when trees are damaged due to natural causes or
accidents.
Uses proper equipment such as chipper, chainsaw, etc. to cut back foliage
covering signage.
Assists in transporting, storing, mixing, and applying pesticides and assisting
in preparing detailed daily pesticide application records.
Assists in instructing crew members in the proper handling, mixing, and
application of pesticides.
Operates and performs routine maintenance on power mowers, weed
whackers, and other pesticide/landscaping equipment.
Uses hand-held machine tools and the more complex power equipment
and power tools.
Removes graffiti and repairs vandalism.
Constructs, paints, and maintains guide rails.
Paints, cleans, and maintains various departmental equipment (snow plows,
push frames, etc.).
Performs formwork for concrete repairs.
Repairs, erects, and installs highway signs in accordance with NJDOT
Signage Standards and the Manual on Uniform Traffic Control Devices
(MUTCD).
Operates and maintains pick-up, ladder, aerial platform trucks, and signage
equipment such as post pounder, hand tools, air compressor, pneumatic
hammering/drilling devices, and other equipment for placing and maintaining
signs.
Operates and transports small tow behind equipment (e.g. arrow boards,
compressors, hotboxes, etc.)
Installs and removes snow plows and spreaders.
Loads and unloads State vehicles.
Performs general housekeeping duties in the yard such as sweeping,
mopping, cleaning, etc.
Performs snow removal and ice control work at any time of day or night
as required.
As required, acts as a service attendant by dispersing fuel, oil, and other
related supplies.
Assists in working with concrete brick and block to construct sidewalks,
curbs, inlets, manholes, headwalls, gutters, and wing walls.
Operates crack sealing equipment and performs crack sealing in asphalt.
Performs basic safety operations and sets up safety equipment such as
barriers, cones, barrels, crash trucks, etc. for traffic control.
Works at heights using rigging, boatswains’ chairs, and other equipment.
Utilizes measurement equipment (tape measurement, wheel, etc.).
Maintains essential records.
Will be required to learn how to utilize various types of electronic and/or
manual recording and information systems used by the agency, office,
or related units.
REQUIREMENTS
EXPERIENCE
Two (2) years of experience in work involving repair and maintenance
of the State’s highway systems including right of way and all ancillary
highway structures which may involve a variety of duties requiring
physical exertion, manipulative ability, the routine use of hand, machine,
and power tools and performing tasks requiring the operation of power
mowers; more complex power equipment; and single-axle trucks.
LICENSE AND CERTIFICATION
Appointees must possess a Commercial Driver's License (CDL) and
applicable endorsements for the class and type of vehicle being operated.
NOTE: The responsibility for ensuring that employees possess the required
motor vehicle license, commensurate with the class and type of vehicles
operated, rests with the Appointing Authority.
NOTE: Appointees must possess a Level 1 NJDOT Highway Operations
Skills Certification issued by the Department after successful completion
of the classroom and on-the job training and achieving the required
proficiency.
KNOWLEDGE AND ABILITIES
Knowledge of NJDOT Signage Standards and the Manual on Uniform
Traffic Control Devices (MUTCD) Standards.
Knowledge of the procedures for making drainage pipe repairs and
cleaning drainage systems.
Knowledge of the applicable procedures for performing crack sealing
and patching of potholes in roadways with asphalt.
Knowledge of the procedures used in concrete repairs and concrete
construction work.
Knowledge of the proper use and care of hand, machine, and power tools.
Knowledge of standard practices in laboring operations.
Knowledge of safety procedure associated with the operation, repair,
and maintenance of trucks, State vehicles, and equipment.
Knowledge to operate complex power tools and complex mechanized
construction equipment.
Ability to install snow plows and spreaders.
Ability to operate the more complex mechanized highway maintenance
and construction equipment/snow equipment.
Ability to assist in the application of pesticides including transporting,
storing, and mixing and in preparing pesticide application records.
Ability to patch potholes in roadways with asphalt and/or concrete.
Ability to repair and clean drainage systems such as inlets, basins,
culverts, etc.
Ability to operate and maintain mowers, weed whackers, landscaping
equipment, pesticide equipment, etc.
Ability to perform maintenance on State vehicles, mowing vehicles, snow
plows, push frames, etc.
Ability to set up safety equipment for traffic control.
Ability to install and repair traffic signs.
Ability to repair concrete and perform concrete construction work.
Ability to use bituminous materials and various aggregates.
Ability to construct, paint and maintain guide rails.
Ability to make repairs of the New Jersey State transportation system.
Ability to respond to emergency situations including snow removal and
ice control.
Ability to disperse fuel, oil, and other related supplies.
Ability to understand, remember, and carry out oral and written instructions.
Ability to operate and maintain signage equipment.
Ability to perform wide variety of manual tasks such as painting, sweeping,
mopping, cleaning, removal of litter, maintaining vegetation on roadside,
etc. usually as a member of a group.
Ability to work in a team environment in providing ideas, information, and
work effort to accomplish team goals and establish and maintain a positive
working environment.
Ability to identify and solve the less complex problems involving the
operation of various highway and construction equipment and repairs
to the New Jersey State transportation system.
Ability to provide assistance to the lead worker by effectively communicating
information and providing guidance to crew members in the interpretation of
procedures, standards, and manuals.
Ability to perform heavy manual labor such as loading and unloading vehicles
and clearing brush and large debris for prolonged periods of time under varying
temperatures and climatic conditions.
Ability to work at varying heights.

Ability to maintain records.
Ability to learn how to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently
to perform the duties of this position. American Sign Language or Braille may
also be considered as acceptable forms of communication.
