Job Specification

SUPERVISOR 1, STATE BUREAU OF IDENTIFICATION 
 
DEFINITION:

Under the supervision of a Supervisor 2, State Bureau of Identification, unit head, 
or other higher level supervisor in the State Bureau of Identification, Division of 
State Police, Department of Law and Public Safety, supervises a functional unit 
responsible for the data entry, correction, retrieval and/or modification of documents 
and information related to criminal histories, fingerprint cards, and other records 
used by federal, state and local law enforcement agencies; implements and monitors 
security measures mandated by federal regulations; supervises staff and work 
activities; prepares and signs official performance evaluations for subordinate staff; 
does related work as required.

EXAMPLES OF WORK:

Directly supervises unit staff and activities.

Assists in organizing the clerical function of all documents received in the unit, 
for correct information prior to coding and computer input.

Responsible for informing federal agencies and New Jersey contributors of any 
problems being experienced regarding the identification of individuals with respect
to descriptive data or fingerprint impressions, and takes necessary action to
implement the correction of the error condition.

Develops effective work procedures for the unit.

Supervises and maintains the operational efficiency of the unit in order to provide 
an effective workflow between the unit and other units in the State Bureau of
 Identification.

Keeps superiors informed of any operational or security problems experienced 
by unit personnel.

Implements security measures in the unit with established legislative, judicial, 
and department guidelines specified in State and federal law.

Trains or supervises the training of new employees in unit procedures and functions.

Coordinates and may provide instruction in advanced identification courses 
conducted by the Division of State Police for county and municipal police and 
other authorized personnel.

Creates and maintains unit records, reports and files.

Requisitions, records, stores and supervises the proper use of equipment 
and supplies.

Prepares reports containing findings, conclusions and recommendations. 

Supervises the verification of information.

Supervises the troubleshooting activities of system malfunctions.

Provides directions concerning the security, purging and/or destruction of 
source documents and other confidential records.

Maintains liaison with other units regarding operations within the Bureau.

Supervises the operations and/or functional programs and has responsibility 
for effectively recommending the hiring, firing, promoting, demoting and/or 
discipline of employees.

Supervises the maintenance and security of confidential and essential records 
and files maintained by the unit.

Assigns work to technical and clerical personnel involved in collection, 
verification, collation, and dissemination of information pertaining to criminal 
documents and criminal history records.

May testify in court.

Responsible for the resolution of questions posed by State, county and local 
agencies regarding New Jersey Statutes.

Prepares correspondence in the course of official duties.

Will be required to learn to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office or related units.

REQUIREMENTS:

EDUCATION:

If assigned to the Biometric Identification Unit, appointees will be required to 
have successfully completed a course of training in the Henry System with 
extensions interfaced with an Automated Fingerprint Information System 
(AFIS) workstation operations in Fingerprint Classification 
and Identification practices.

If assigned to the Biometric Identification Unit, appointees will be required to 
have successfully completed the courses and training requirements necessary 
to instruct others on the usage of the Fully Integrated Fingerprint Identification 
System (FIFIS) Live Scan workstation operations for fingerprint classification.

EXPERIENCE:

Four years (4) years of experience in the classification, processing, filing, 
modification, correction and/or research of records, criminal histories, and 
other documents used by state, local and federal law enforcement agencies.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of modern office methods, procedures, and equipment.

Knowledge of filing equipment, procedures, and techniques, and their 
adaptation to the work of the unit.

Knowledge of procedures  used in filing,  updating, searching, recording,  
and  related  functions pertaining  to  computerized database options of 
information system(s).

Knowledge   of programs and functions of the   records   and identification 
section after a period of training.

Knowledge of employee performance evaluation procedures.

Knowledge of established procedures for purging documents and information 
from the Division of State Police, State Bureau of Identifications after a period 
of training.

Knowledge of all functions and methods of criminal justice reporting procedures
including police departments, courts and corrections, and able to interpret 
information contained items such as fingerprint cards and court disposition 
documents.

Knowledge of data reduction in order to oversee modification and correction 
of complex criminal histories and court disposition reporting documents.

Knowledge of the techniques used to determine the classification of fingerprints, 
particularly those elements in which the pattern makes the determinations difficult.

Knowledge of the security and scope of records and files to be retained in the 
Division of State Police Master Files and the network database depositories.

Ability to supervise a group of clerical employees in the accurate compilation 
and maintenance of statistical reports.

Ability to interpret and apply knowledge of rules and regulations, standards, 
policies, and procedures of the State Bureau of Identification, Division of 
State Police, pertaining to fingerprints and records and their application to 
specific cases.

Ability to recognize and correct security violations as outlined in Federal 
Regulations Governing Judicial Administration and state rules and regulations.

Ability to plan and adapt clerical procedures to meet the specific requirements 
of the various units in the State Bureau of Identification.

Ability to assign, train, and supervise the work performance of unit clerical 
employees.

Ability to supervise assigned staff and plan, organize, and implement projects 
within the unit.  

Ability to assist in supervising the processing of fingerprint submissions, copying 
abstracts of fingerprint records, checking Criminal History Response Summaries 
made to requests for information, recording of the disposition of current cases, 
and the filing of Federal Bureau of Investigation replies, including Criminal History 
Record Requests.

Ability to prepare and supervise the preparation of reports and other 
communications and correspondence.

Ability to supervise the establishment and maintenance of essential records, 
reports, and files.

Ability to analyze large scale specialized file problems and help develop 
appropriate work methods for the unit to meet specific requirements.

Ability to assign, instruct, train, and supervise the workload of unit employees 
engaged in preparing, filing, searching, and retrieving computerized/manual 
records.

Ability   to provide criminal history data and records   to authorized agencies 
as provided by established legislative, judicial and state authorized guidelines.

Ability to see that agency procedures and regulations pertaining to the release 
of record information are observed.
 
Ability to prepare correspondence in the course of official duties.

Ability to acquire specific and detailed knowledge of rules and regulations, 
standards, policies, and procedures of the agency pertaining to records and 
their application to specific cases so as to be able to recognize and correct 
security violations as outlined in federal regulations governing judicial 
administration and state rules and regulations.

Ability to prepare clear, technically sound, accurate, and informative reports.

Ability to keep accurate and complete records of documents received, input, 
and pending.

Ability to assist in the training of new staff members in all phases of data entry, 
modification, correction, and review of system output.

Ability to analyze large scale specialized files problems, organize assigned 
supervisory and technical work, and help develop appropriate work methods 
for the unit.

Ability to assign, instruct, train, and supervise the work of unit employees engaged 
in preparing, indexing, filing, searching, and retrieving extensive criminal records.

Ability to follow division procedures and regulations.

Ability to prepare clear, technically sound, accurate, and informative reports.

Ability to supervise the establishment, security and maintenance of essential 
and confidential records and files.

Ability to testify in courts of law as a State witness. 

Ability to learn, utilize and instruct others to utilize various types of electronic 
and/or manual recording and computer information systems and software 
applications used by the agency, office or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently 
to perform the duties of this position.  American Sign Language or Braille may 
also be considered as acceptable forms of communication.
