Job Specification

ADMINISTRATIVE ANALYST 2  

DEFINITION:

Under the limited supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, assists in the review, analysis, and appraisal of current department administrative procedures, organization, and performance, and helps to prepare recommendations for changes and/or revisions; does related duties.

EXAMPLES OF WORK:

May review department programs/activities and in evaluating their administration, objectives, efficiency, effectiveness, and suitability to current conditions, costs, and accomplishments using established procedures/standards.

May determine whether department activities/programs are essential to good government and are carried on economically/efficiently.

Appraises adequacy/effectiveness of operating systems and may assist agencies in the development of the organizational structure and methods of operation necessary for the performance of existing, new, or expanded functions.

May investigate/develop solutions to problem areas; identifies and works toward elimination of unnecessary and/or wasteful administrative practices/positions to determine where program and/or administrative duplication may exist.

May assist in analysis of operational programs brought to light through budget studies, requests, and hearings; compiles and interprets data, and appraises agency situations.

May install reporting systems for assessing agency performance including workload volume, backlog, revenues, expenditures, and preparation of agency operating manuals.

May develop, prepare, and execute budgets and plans of organization and methods; evaluate budget requests and make recommendations in all respects including special problems of organization/administration; within budget limitations/policies, may assist with development/application of financial programs/policies.

May analyze administrative and budget implications of legislation.

Plans, conducts, and develops analytical studies of existing operations/routines to determine feasibility for data processing and makes recommendations.

Helps analyze statistical, financial, and operating reports to determine work backlogs, substandard operations, and/or other unfavorable conditions.

Plans, organization, administrative, and procedural studies, in capital planning/research, and in introducing new techniques/methods to improve administration.

Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for recommendation, planning, and/or implementation of improvements in a business or government agency.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of budget practices, procedures, problems, and analysis.

Knowledge of data processing application.

Knowledge of statistical theory, practice, and techniques and their application to budget preparation and analysis and to evaluation of administrative procedures.

Knowledge of laws of New Jersey, pertinent federal regulations, and routine rules, regulations, standards, policies, and procedures used in government budget work after a period of training.

Knowledge of programs, responsibilities, functions, organization, budget, operations, and problems of state departments/agencies after a period of training.

Ability to organize assigned technical analysis and related evaluation work and develops effective work methods.

Ability to analyze, interpret, and apply basic laws/regulations.

Ability to assist in continuing studies/analyses of state departments to determine budget requirements, necessity of revisions in administrative procedures/programs, and to prevent inefficiency and waste.

Ability to prepare statistical and financial data.

Ability to use basic information to be applied to administrative practices, procedures, and budgets, and to review budget requests critically using basic data.

Ability to review operating procedures and provide assistance to department officials on matters pertaining to operating requirements, fiscal procedures, and budget requests.

Ability to make field investigations on matters relating to expansion, needs, positions, and groups of positions.

Ability to attend and participate in department budget hearings.

Ability to maintain required budget controls and detailed records of state/federal funds, and to see that expenditures do not exceed appropriations.

Ability to carry out assigned investigations, surveys, studies, and research activities, and report thereon.

Ability to prepare clear, sound, accurate, informative reports on budget matters containing findings, analyses, conclusions, and recommendations.

Ability to maintain records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
