ADMINISTRATIVE ANALYST 2 INFORMATION SYSTEMS DEFINITION:
Under limited supervision of an Administrative Analyst 4, Information Systems, or other supervisory officer in a state department or agency, assists in the analysis and evaluation of internal operations, business practices, methods, and techniques of the organization to determine optimal solutions and/or approaches to satisfy agency information technology (IT) business needs/initiatives. Assists in the evaluation of users' needs and recommends IT solutions; does other related duties as required.
DISTINGUISHING CHARACTERISTICS
Incumbents serving in this title perform tasks under limited supervision and proceed on own initiative while complying with policies, practices, and procedures established by supervisor.
Incumbents perform administrative analytical work that is significantly varied and complex.

EXAMPLES OF WORK
May confer with department/agency personnel to analyze current operational procedures, business rules, and practices; determines feasibility for automation, identifies problems or areas for improvement, and recommends or assists in the development of solutions.
Studies existing information processing systems to evaluate their efficiency and effectiveness; assists in determining specific system requirements; may perform system and application needs analysis.
Assists in analyzing information, processes, and/or statistical and operating reports to detect work backlogs and system problems.
Recommends enhancements or new systems, application software, or services to improve production or workflow and to meet current and projected business needs.
Participates in the gathering and development of business and user requirements, including participating in Joint Application Design (JAD) sessions.
Participates in the planning, development, implementation, and/or maintenance of new or enhanced systems.
Prepares various standard and ad hoc reports for business units and IT.
Participates in testing activities for new or enhanced systems, including the development of test data and scripts.
Assists in the development and promulgation of written policies, procedures, specifications, forms, checklists, flowcharts, support documentation, memoranda, etc.
Assists with and/or prepares training and instructional manuals/materials; may participate in system training sessions conducted by higher level analysts or other staff.
Participates in the investigation of program issues/bugs and collaborates with development teams to address issues reported; recommends solutions, and plans and initiates corrective measures.
Maintains and may establish accurate control records and follow-up procedures for all ongoing projects.
Assists in identifying risks relative to business procedures/processes and information technology systems/services, and assists in developing risk mitigation plans.
Assists in the preparation of various types of requests, such as procurements, RFPs, RFQs, etc.
May assist programmers in the resolution of work problems related to flow charts, project specifications, or programming.
Assists a system administrator; maintains system security rules and policies; assists in the tracking and evaluation of program performance, databases, or production systems; provides system support to users.
Prepares correspondence, documentation, memoranda, specifications, written policies, guidelines, etc.
Prepares clear, sound, accurate and informative statistical and narrative reports containing findings, analysis, conclusions, and recommendations.
Maintains essential records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in work involving the review, analysis, and evaluation of the administrative, business, and/or operational policies, procedures, practices, and processes and/or the technological requirements of an organization for the purpose of revising/enhancing existing information systems and/or developing/acquiring and implementing new IT solutions and services.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Master's degree in Public Administration, Business Administration, Computer Science, Information technology, Software Engineering, Information Security, Network administration, or Database Management; and one (1) year of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES
Knowledge of administrative, organizational, operational, and business practices, and procedures.
Knowledge of system architecture and application design methods and implementation.
Knowledge of the methods and techniques used in the review and analysis of administrative procedures, and existing information systems' performance to determine the effectiveness of, or the need to, implement new or revised procedures and/or management information systems.
Knowledge of statistical theory, practices, and techniques, business intelligence and reporting tools, and their application to the analysis and evaluation of administrative procedures and processes.
Knowledge of the capabilities, programming, techniques, and intricacies of computerized systems, peripherals, and supportive operational equipment.
Knowledge of general purpose software.
Knowledge of the methods used in the analysis and correction of procedures.
Knowledge of the considerations involved in the planning, design, and logic of information processing systems.
Knowledge of the methods used in the development and writing of summaries of daily, weekly, or monthly activities.
Knowledge of systems development life cycle.
Knowledge of the maintenance of systems documentation including feasibility reports; specifications; design documentation; test scripts, data, and results; costs; maintenance; change control; upgrades; training; etc.
Ability to identify and analyze problems, use sound reasoning to arrive at conclusions, and distinguish between relevant and irrelevant information to make logical judgments.
Ability to identify, analyze, and resolve administrative, organizational, operational and business problems.

Ability to assist in creating flowcharts that illustrate the layout and decision trees of agency processes and procedures.
