Job Specification

ADMINISTRATIVE ANALYST 3 PROCUREMENT  

DEFINITION:

Under general supervision of an Administrative Analyst 4, Procurement or other supervisory official in a state department, institution, or agency, assists in the review and analysis of procurement transactions, proposals, goods, commodities or services, in order to ensure efficient and effective procurement; does related work as required.

EXAMPLES OF WORK:

As directed, working alone or as one of a group, reviews practices, methods, and activities in order to evaluate their application, efficiency, effectiveness, and suitability to current procurement conditions, costs, and objectives.

Assists in analyzing product or procurement history data and makes recommendations regarding appropriate methods for accomplishing effective purchases and cost savings where applicable.

Assists in providing continuing statistical analyses of distribution, utilization, and acquisition patterns.

Assists in analyzing methods used in high impact procurement and determines the most effective purchasing methods.

As assigned, analyzes and forecasts state, regional, and national market trends in relation to both long and short range planning to meet procurement requirements.

Assists in sharing the responsibility for the research effort incidental to the procurement functions and processes of the Procurement/Purchase Bureau.

As assigned, develops projections of commodity, supply, equipment, and service needs to determine procurement scheduling, contract development, and manpower requirements for effective procurement.

As assigned, develops evaluation measures for quantitative and qualitative analysis.

As assigned, participates in hearings and meetings with vendors and bidders relative to the award and performance of contracts; conducts hearings and meetings relative to procurement.

Supports the buying units through the review and analysis of proposals for procurement with regard to cost benefit analysis.

Prepares clear, sound, accurate, and informative statistical and other reports containing findings, analyses, conclusions, and recommendations.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience in the procurement/purchasing process through the competitive bidding process for a large public or private organization.

OR

Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Business Administration, Public Administration, Economics, Finance or Accounting; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to compile and analyze data.

Knowledge of purchasing methods, practices, and routines. Knowledge of the methods associated with procurement through the competitive bidding process.

Knowledge of how government processes are related to economic activity and can affect procurement conditions.

Knowledge of the techniques and procedures essential to procurement through competitive bidding.

Knowledge of procedures and techniques involved in making estimates and analyses of the capabilities of proposed management systems and other programs and the benefits to be accrued from them.

Ability to interpret economic facts and trends as they relate to the work of the Purchase Bureau.

Ability to relate and apply sound business practices to the procurement process.

Ability to analyze the requirements for procurement by state using agencies and to develop applicable technical specifications.

Ability to evaluate bid proposals for a wide variety of materials, supplies, professional, and other services and present findings in a clear and logical manner.

Ability to monitor the progress of projects.

Ability to identify, gather, and evaluate relevant statistics which affect procurement forecasting or program evaluations.

Ability to design statistical indicators which measure timeliness and effectiveness of procurement transactions.

Ability to gather and maintain extensive research data and material.

Ability to organize and plan significant technical projects.

Ability to communicate effectively with technical staff and state agency heads.

Ability to prepare extensive correspondence and technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Ability to supervise the maintenance of the essential records, reports, and files.

Ability to manage and direct subordinate staff.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by thy agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
