ADMINISTRATIVE ANALYST 3 INFORMATION SYSTEMS

DEFINITION:

Under general supervision of an Administrative Analyst 4, Information Systems, or other supervisory officer in a state department or agency, performs the analysis and evaluation of internal operations, business practices, methods and techniques of the organization to determine optimal solutions and/or approaches to satisfy agency information technology (IT) business needs/initiatives; evaluates users' needs and recommends (IT) solutions; provides recommendations in support of the agency's business needs and IT goals and objectives; formulates and/or recommends IT policies and procedures; may function as project leader; does other related duties as required.

DISTINGUISHING CHARACTERISTICS

Incumbents serving in this title perform tasks under general supervision and may be assigned a specific area of responsibility. Positions in this class exercise independent initiative and judgment in planning and carrying out assigned functions. It is reasonable to expect employees in this class to display a high degree of skill in or knowledge of a particular area. They may function as subject matter experts based on experience.

EXAMPLES OF WORK

Confers with department/agency personnel to analyze current operational procedures, business rules and practices; determines feasibility for automation, identifies problems or areas for improvements, and develops solutions.

Studies existing information processing systems to evaluate their efficiency and effectiveness; determines specific system requirements; performs system and application needs analysis.

Analyzes information, processes, and/or statistical and operating reports to detect work backlogs and system problems.

Recommends and/or reviews recommendations for enhancements or new systems, application software, or services to improve production or workflow and to meet current and projected business needs.

Takes the lead and/or participates in the gathering and development of business and user requirements, including participating in Joint Application Design (JAD) sessions.

Leads and/or participates in the planning, development, implementation, and/or maintenance of new or enhanced systems.

Prepares and/or reviews various standard and ad hoc reports for business units and IT.

Participates in and/or leads testing activities for new or enhanced systems, including the development of test data and scripts; ensures all testing is conducted and documented using established standards.

Develops, promulgates and/or reviews written policies, procedures, specifications, forms, checklists, flowcharts, support documentation, memoranda, etc.; responsible for ensuring system users are adequately informed of applicable business rules, policies, regulations, and guidelines.

Prepares training and instructional manuals/materials; conducts or participates in system training sessions as required.

Investigates program issues/bugs and collaborates with development teams to address issues reported; recommends solutions and plans and initiates corrective measures.

Establishes and maintains accurate control records and follow-up procedures for all ongoing projects.

Identifies risks relative to business procedures/processes and IT systems/services and takes the lead in the development of risk mitigation plans.

Prepares various types of requests such as procurements, RFPs, RFQs, etc.

Assists programmers in the resolution of work problems related to flow charts, project specifications, or programming.

May serve as System Administrator; administers and maintains system security rules and policies; tracks and evaluates program performance, databases, or production systems; provides system support to users.

May assist in defining project scope and objectives, developing project plans and schedules, coordinating costs and resources, resolving conflicts, and monitoring/reporting progress.

Coordinates division/unit requests for IT services and/or coordinates the work of others to develop, test, install, and modify applications, programs, and/or IT services.

Participates in, and provides input to enhance, the Change Control process.

Acts as liaison between the department/agency and involved parties such as, but not limited to, local/state/federal government agencies, business stakeholders, teams, vendors, and various external entities.

May assist in the preparation of, and/or provide input into, the budget for IT services and related initiatives.

Provides advice and guidance to management in determining operating policy and priorities.

Prepares correspondence, documentation, memoranda, specifications, written policies, guidelines, etc.

Prepares clear, sound, accurate and informative statistical and narrative reports containing findings, analysis, conclusions, and recommendations.

Maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience in work involving the review, analysis, and evaluation of the administrative, business, and/or operational policies, procedures, practices, and processes and/or the technological requirements of an organization for the purpose of revising/enhancing existing information systems and/or developing/acquiring and implementing new IT solutions and services.

OR

Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Public Administration, Business Administration, Computer Science, Information Technology, Software Engineering, Information Security, Network Administration, or Database Management; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. 

KNOWLEDGE AND ABILITIES

Knowledge of administrative, organizational, operational, and business practices and procedures.

Knowledge of system architecture and application design methods and implementation.

Knowledge of the methods and techniques used in the review and analysis of administrative procedures, and existing information systems performance to determine the effectiveness of, or the need to, implement new or revised procedures and/or management information systems.

Knowledge of statistical theory, practices, and techniques, business intelligence and reporting tools, and their application to the analysis and evaluation of administrative procedures and processes.

Knowledge of the capabilities, programming, techniques, and intricacies of computerized systems, peripherals, and supportive operational equipment.

Knowledge of general purpose software.

Knowledge of the methods used in the analysis and correction of procedures.

Knowledge of the considerations involved in the planning, design, and logic of information processing systems.

Knowledge of the methods used in the development and writing of summaries of daily, weekly, or monthly activities.

Knowledge of systems development life cycle. Knowledge of the development and maintenance of systems documentation including feasibility reports; specifications; design documentation; test scripts, data, and results; costs; maintenance; change control; upgrades; training; etc.

Knowledge of the methods used writing and developing functional and technical specifications, including business and user requirements.

Ability to identify and analyze problems, use sound reasoning to arrive at conclusions, and distinguish between relevant and irrelevant information to make logical judgments.

Ability to identify, analyze, and resolve administrative, organizational, operational and business problems.

Ability to plan, organize, and effectively handle multiple tasks/priorities, and demonstrate an effective and efficient use of time considering priorities, timelines, and timeliness issues. 

Ability to work with others to achieve goals and to develop and maintain successful, professional working relationships with team members and system users.

Ability to analyze, comprehend and interpret policies, laws, rules and regulations and to make decisions based on them.

Ability to conduct studies to determine the feasibility of employing information processing techniques or systems to improve operational procedures and to develop documentation that contains detailed analyses of functions and cost estimates.

Ability to review operations and evaluate the suitability objectives, efficiency, effectiveness and administration of information systems and programs.

Ability to establish and maintain liaison with the appropriate agencies and outside vendors as to the information processing requirements and needs of the agency.

Ability to conduct training for operating personnel when new or revised systems are to be implemented.

Ability to lead and give appropriate assignments and instructions and to review work assigned to employees of same or lower grade.

Ability to assist in preparing schedules outlining the essential steps to be taken in the installation of and/or conversion to new or revised systems.

Ability to assist in developing budgets for information processing services.

Ability to build and maintain working relationships with others to achieve the goals of the work unit.

Ability to create flowcharts that illustrate the layout and decision trees of agency processes and procedures.

Ability to learn, understand, and readily adapt to the systems used by the agency.

Ability to prepare, review, and revise forms for use with systems.

Ability to prepare correspondence, documentation, memoranda, specifications, written policies, guidelines, etc.

Ability to prepare clear, sound, accurate, and informative statistical and narrative reports containing findings, analyses, conclusions, and recommendations.

Ability to maintain essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
