Job Specification

ADMINISTRATIVE ANALYST 3 FISCAL MANAGEMENT  

DEFINITION:

Under the general supervision of an Administrative Analyst 4, Fiscal Management, or other supervisor, assists in supervising work activities involving planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department programs; takes the lead in conducting cost benefit analyses and effectiveness surveys; where alternative programs are needed, assists in making evaluations and recommendations as required; does other related duties.

EXAMPLES OF WORK:

May assign work activities of Administrative Analysts 2 in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department programs.

Takes the lead in cost benefit analyses and effectiveness survey activities to include detailed work flow and productivity effectiveness activities; where alternative programs are needed, may assist in making evaluations and recommendations as required.

Performs evaluations of program activities to establish validity of program objectives and effectiveness of program operational policies/procedures in accomplishing these objectives.

Performs analysis of management systems and may assist in preparing management policies/procedures.

May coordinate evaluation of fiscal management impacts involved with alternative policy actions.

Supervises intensive investigations and preparation of detailed recommendations relating to proposed expansion, continuation or elimination of programmatic needs and functions, positions, and groups of positions.

Prepares indirect cost proposals to secure proper reimbursement from federal/state/department sources.

May develop required budget controls and detailed records of state/federal funds and sees that expenditures do not exceed appropriations, and that expenditure commitments will not result in unanticipated future requirements.

Makes detailed management systems and techniques studies related to operating procedures.

Makes cost allocation studies and drafts procedures/policies/methodologies to better assign each operating unit to a cost allocation function.

Coordinates analysis of operational problems brought to light through budget studies, requests, and hearings; compiles and interprets data; appraises agency situations and develops courses of action for the more effective utilization of fiscal management resources.

Prepares and presents to management both written and verbal justification of proposed solutions to administrative/budgetary/fiscal problems indicating costs, net benefits, risks, and alternatives.

May establish policies/procedures for regularly determining if and when fiscal management systems and procedures or equipment should be updated.

Participates in administrative planning, in organization/administrative/procedural studies, in capital planning research, and may assist in introducing new techniques/methods to improve administration.

Prepares and directs preparation of clear, sound, accurate, and informative statistical and other reports containing findings, analysis, conclusions, and recommendations.

Supervises the maintenance of files.

Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses.

OR

Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses; and three (3) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Accounting, Business Administration, Economics or Finance; and two (2) years of the above-mentioned professional experience.

OR

Possession of a doctorate degree in Accounting, Business Administration, Economics or Finance; and one (1) year of the above-mentioned professional experience

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of management science concepts and practices.

Knowledge of government budgeting and planning practices/procedures, government program analysis, government organization principles, and administrative practices.

Knowledge of data processing technology and its application to management decision making in the management of government agencies.

Knowledge of federal regulations regarding fiscal reporting requirements.

Knowledge of principles of supervision and employee motivation, and skill in the application of supervisory techniques to include employee evaluation techniques.

Ability to apply statistical theory/practices/techniques and information system technology in the analysis and evaluation of programs of government agencies.

Ability to analyze program operations, identify alternative program strategies, develop cost estimates and evaluate alternatives, and select the most practical and effective.

Ability to plan, carry out, and supervise analytic studies/investigations or research assignments, and to produce reports containing clear, sound, and accurate analytic data findings/recommendations including suggested implementation techniques.

Ability to work effectively under direction with a minimum of supervision in dealing with other personnel at various levels of management, and to obtain their cooperation in securing necessary information and implementing recommendations resulting from analytic studies and evaluations.

Ability to analyze, interpret, and apply laws, regulations, and agency program plans.

Ability to identify/define latent program and policy issues and to recommend appropriate action to be taken thereon.

Ability to supervise the maintenance of records.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
