ADMINISTRATIVE ANALYST 4 DEFINITION:
Under the general supervision of a supervisory official in a state department, institution, or agency, performs duties of significant difficulty and/or supervises staff involved with review, analysis, and appraisal of current department administrative procedures, organization, and performance, and prepares recommendations for changes and/or revision therein; Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

EXAMPLES OF WORK:
Supervises and personally reviews programs/activities and evaluates their administration, objectives, efficiency, effectiveness, and suitability to current conditions, costs, and accomplishment.
Determines whether department activities/programs are essential to good government and are carried out economically/efficiently; may assist in policy planning.
Plans, conducts, and develops analytical studies of existing operations/routines to determine feasibility for data processing, and makes recommendations in a large department/agency interfacing with the data center for a division director.
Provides policy guidance/assistance to operating personnel in the preparation of schedules outlining essential steps to be taken in installation and/or conversion to data processing systems.
Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
Supervises appraisal of adequacy/efficiency of operating systems; may assist subsidiary units in developing the organizational structural and methods of operation necessary for the performance of existing, new, or expanded functions.
Plans investigations and supervises development of solutions to problem areas; identifies and works toward elimination of unnecessary and/or wasteful administrative practices/positions to determine where program and/or administrative duplications may exist.
Supervises development of standards and reporting systems for assessing agency performance; stimulates development of management reporting systems which include workload volume, backlog, revenues, expenditures, and preparation of agency operating manuals.
Provides assignment, instruction, and supervision to staff.
Stimulates and assesses new administrative ideas/approaches, and keeps agencies informed of advance administrative practices/developments.
Analyzes operational problems brought to light through budget studies, requests, and hearings; compiles and interprets data, appraises agency situations, and develops courses of action for the more effective utilization of resources.
Supervises development, preparation, and execution of budgets; evaluates proposed plans/methods of organization as submitted; evaluates budget requests and makes recommendations in all respects including special programs of organization/administration within budget limitations/policies and with a view toward budget applications; takes the lead in and assists with development/application of financial programs and policies.
Supervises the planning/installation of administrative improvements including work systems, organizational changes, and program procedures.
Supervises analysis of administrative and budget implications of specific legislation.
Supervises analysis of statistical, financial, and operating reports to determine work backlogs, substandard operations, and/or other unfavorable conditions.
Participates in administrative planning, in organization, administrative, and procedural studies, in capital planning/research, and may assist in introducing new techniques/methods to improve administration.
Drafts correspondence in the course of official duties.
Prepares and directs preparation of clear, sound, accurate, and informative statistical and other reports containing findings, analyses, conclusions, and recommendations.
Supervises maintenance of records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Eight (8) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.
OR
Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and three (3) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of overall state operations after a period of training.
Knowledge of laws of New Jersey, pertinent federal regulations, and rules, regulations, standards, policies, and procedures of the Department of the Treasury pertaining to budgets, budget controls, and fiscal procedures after a period of training.
Knowledge of programs, responsibilities, functions, organization, budget, and operating procedures of the organization/agency after a period of training.
Knowledge of statistical theory, practice, and techniques, and their application to budget preparation and analysis and evaluation of administrative procedures.
Knowledge of supervisory techniques.
Knowledge of data processing application.
Ability to provide policy guidance/assistance in the preparation of schedules outlining essential steps to be taken in installation and/or conversion to data processing systems.
Ability to organize assigned technical analysis/evaluation, related work, and to develop effective work methods.
Ability to analyze, interpret, and apply basic law/regulations.
Ability to make and supervise continuing studies/analyses to determine budget requirements, necessity of revision in administrative procedures/programs, and to prevent inefficiency/waste.
Ability to use basic information to develop standards to be applied to administrative practices/procedures and to budgets and to review budget requests critically using basic data.
Ability to assign, instruct, and supervise technical staff.
Ability to plan and supervise review of operating procedures and provide advice/assistance to department officials on matters pertaining to operating requirements, fiscal procedures, and budget requests.
Ability to make and supervise field investigations on matters relating to expansion, needs, positions, and groups of positions.
Ability to attend and participate in department budget hearings.
Ability to supervise maintenance of budget controls and detailed records of state/federal funds, and to see that expenditures do not exceed appropriations.
Ability to plan, carry out, and supervise investigations, surveys, studies, research activities, and report thereon.
