Job Specification

BUILDING MANAGEMENT SERVICES SPECIALIST 1

DEFINITION:

Under the close supervision of a Building Management Services Specialist 3 or other supervisory official in a state department, institution or agency, or in local jurisdiction, completes routine, analytical or other basic professional work required to provide or support the provision of building management, operation, maintenance, security, service and/or renovation programs; does other related duties as required.

EXAMPLES OF WORK:

Participates in the completion of programmatic audits to determine and ensure compliance with prevailing building allocation, use, maintenance, security, and operation policies, rules, and regulations.

Participates in writing detailed reports containing findings, statistics, and policy or procedural recommendations for improving the operation, security, renovation, or development of new building structures.

Analyzes operations by using research methods, operations, analysis, and planning techniques and participates in writing procedures for the delivery of building management services and special building service programs.

Collects, compiles, and reports quantitative data on building age and condition, energy consumption, maintenance, repair costs, building allocation, security requirements, operating/maintenance parts and supplies, and/or procurement volumes to assist supervisors in decision making as input to the annual budget.

Participates in establishing data input/output controls and monitors the in-out flow of basic computerized building allocation, use, security, repair, and maintenance, and/or fiscal information to ensure availability of timely, accurate, management information reports.

May participate in implementing building management, maintenance, operation, procurement, security, and/or other administrative policies, procedures, and/or program innovations by publicizing information, by observing and monitoring state agency and contract vendor performance, and by reporting deviations or critical delays to the section supervisor.

May assist in evaluating contract vendor performance of maintenance, security, and repair inspection of the areas of responsibility including property both interior and exterior for fire, health and safety violations or concerns.

May coordinate waste management and recycling programs and activities.

Provides input to Unit staff for office space renovations and reconfigurations requiring the Computer Aided Design and Drafting (CADD) system.

Provides assistance and responds to queries regarding building management requests, procurement process, mail function and other related building management services.

Assists in ensuring the effective maintenance and security of property including building infrastructure and exterior grounds, and efficient administration of special facility service programs, including statewide waste management and recycling programs, through establishment of quantitative and qualitative controls.

May be responsible for contract vendors performing repair/maintenance, waste management and recycling and/or building operation services for all department facilities.

May assess and develop solutions to needs by identifying and recommending appropriate electronic and/or computerized security systems, which may include devices such as card readers, motion detectors, cameras, recording equipment, monitors and the like; assist in the programming, installation, maintenance and operation of such equipment, which may include making adaptations to them and/or related software necessary to meet the particular requirements of individual buildings, facilities or circumstances.

Writes letters and/or memoranda explaining building management, maintenance, or other services.

Maintains records and files.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in the coordination and/or implementation of building management programs including building/property operations analysis, program development, organizational and/or fiscal planning, and/or cost efficiency programs, special building service programs, security, or a related field.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

OR

Possession of a master's degree in Business Administration, Public Administration, or closely related area.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the principles of building management.

Knowledge of the methods used to gather and analyze data.

Knowledge of the factors to consider in building allocation, use, operation, maintenance, repair, security, or procurement of building and/or other related services.

Knowledge of fiscal planning factors for a building management program.

Knowledge of the factors to consider in needs assessment.

Knowledge of purchasing procedures related to the procurement of building maintenance, and operating parts, supplies, equipment and related services.

Knowledge of waste management and recycling program goals and objectives.

Knowledge of the Computer Aided Design and Drafting (CADD) system as it relates to office space renovations and reconfigurations.

Knowledge of American Disabilities Act (ADA) compliance as it pertains to the accessibility of the department's facilities.

Ability to collect and analyze data.

Ability to prepare reports containing findings conclusions and recommendations.

Ability to interpret laws, rules and regulations and apply them to specific situations.

Ability to recommend necessary changes to sustain acceptable building service delivery levels.

Ability to monitor quality of services delivered by the waste management and recycling program contractor.

Ability to write procedures for the effective provision of building management, maintenance, repair, security, and operation and special building service programs.

Ability to develop and implement programs to provide for building management needs.

Ability to maintain records and files.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
