ANALYST TRAINEE
DEFINITION:
Under the direction of a supervisor in a State department or agency, as a trainee and productive worker, receives on the job training in analytic practices/procedures and application and research and preparation of reports, completes assignments which will provide practical analyst experience and/or learns to review and analyze financial reports; does other related work.

EXAMPLES OF WORK:
Under supervision, as trainee and productive worker:
Reviews assigned projects; learns to identify the information, tools and research methods required for project completion.
Learns to review, interpret and evaluate data or other information.
Learns to collect and compile data and other information required to complete analytic studies.
Learns to review and evaluate the efficiency and effectiveness of existing information processing systems.
Learns to plan, develop, implement, and/or maintain new and/or enhanced information processing systems.
Learns to provide system support to information processing users.
Learns to prepare charts, graphs and other pictorial materials.
Learns to conduct operational audits, workflow and other assessments.
Learns to interpret laws, rules, regulations, standards, policies and procedures and apply them to specific situations.
Learns to review and evaluate documents to ensure compliance with State, Federal or other requirements.
May be required to learn to investigate records maintained by candidates, committee and lobbyist, including account records, invoices and ledgers.
Learns to examine documents for authenticity.
Assists in scheduling, reviewing, evaluating and awarding of procurement contracts.
Learns to research current industry information for goods and/or services contracts.
May be required to learn to perform basic research into cases, court decisions, legal opinions and State and/or Federal legislation regarding programs, functions and procedures of the department or agency.
Learns to assist in the review and evaluation of fiscal and/or administrative practices, organizational structure or operating systems and provides recommendations for changes and improvements.
Assists in presenting informational training seminars to filing entities to ensure compliance with campaign, lobbying and personal financial disclosure laws.
Learns to assist attorneys and others in performing research and preparing drafts of tentative legislation and material used for legal briefs, hearings, and reviews.
Prepares clear, sound, accurate and informative reports containing findings, conclusions and recommendations for improvements.
Assists in preparation of reports.
Maintains records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
NOTE: Please refer to the Advancement section located at the bottom of this title specification for a comprehensive list of approved journeyman titles connected to this trainee title. Experience must be related to the journeyman title associated with the position.
OR
Possession of a bachelor's degree from an accredited college or university.
NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the methods used to collect, compile and tabulate data.
Basic knowledge of mathematical procedures.
Ability to assemble data to prepare accurate and informative reports containing findings, conclusions and recommendations.
Knowledge of the methods used to gather and analyze information.
Knowledge of electoral and government processes of the State of New Jersey after a period of training.
Ability to learn auditing procedures.
Knowledge of report writing methods.
Ability to prepare charts graphs and other pictorial materials.
Ability to review, interpret and evaluate data or other information.
Ability to conduct reviews studies, audits, evaluations and other assessments.
Ability to read and interpret laws, rules, regulations, standards, policies and procedures and apply them to specific situations.
Ability to review and evaluate documents to ensure compliance with New Jersey State and Federal Laws and regulations.
Ability to interpret and apply the New Jersey Campaign Contributions and Expenditures Reporting Act, the Legislative and Governmental Process Activity Disclosure Act, the Gubernatorial Legislative Disclosure Statement Act and the Uniform Recall Election Law (N.J.S.A 19:27A-1, et seq.).
Ability to locate legal materials such as court decisions, precedents, opinions, legal citations, etc.
Ability to assemble data and materials used to prepare briefs, hearings, reviews and legal determinations.
Ability to learn to compile data concerning legislative matters for use in preparing and/or commenting on legislation and/or proposed legislation.
Ability to examine documents for authenticity.
Ability to work cooperatively with co-workers and supervisory staff.
Ability to learn to prepare technically sound, accurate and informative reports.
Ability to maintain essential records and files.
Ability to recognize, analyze and provide appropriate solutions to routine problems.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Ability to read, write, speak, understand and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

ADVANCEMENT
Appointees who successfully complete the 12-month training period will be eligible for advancement to one of the following titles under Civil Service Commission procedures: Fiscal Analyst; Operations Analyst; Procedures Analyst; Administrative Analyst 1; Examiner 1, Credentials; Property Management Services Specialist 1, Research Analyst 1, Report Examiner, Procurement Specialist 3 or Administrative Analyst 1, Information Systems.
The inability of an employee in this title to attain a level of performance warranting advancement to one of the titles listed above shall be considered as cause for separation.
