BUSINESS REPRESENTATIVE 2 VETERANS' SERVICES  

DEFINITION:

Under the general supervision of a supervisory official in the Department of Labor and Workforce Development and on behalf of job-seeking military service veterans, provides consultative business services of average difficulty to employers requiring guidance, assistance, and/or training in such areas as employee recruitment, job order development, on-the-job training grants, State and federal hiring incentives, understanding and translating military skills and experience into civilian occupations, layoff aversion tactics, and resources to keep veterans employed or seamlessly transitioned to new employment opportunities, assistance to downsizing employers and affected veterans, and coordination of services needed from various resources and programs within and outside the Division; markets services of the Division and Department to businesses; does other related duties as required.

EXAMPLES OF WORK:

Consults with employers and their representatives to discuss hiring needs, job order placement, and technology tools designed to improve the matching of employers and qualified veteran job seekers.

Prepares technical documents for use by employers who hire or are interested in hiring veterans, such as job descriptions, process and workflow charts, and task analysis worksheets; drafts model policies for employers' consideration.

In consultation with local office managers and staff assisting veterans, analyzes performance and prepares statistical and narrative reports in accordance with State and federal requirements and timelines.

Drafts, or participates in drafting, an analysis and report of services provided to veterans within a defined area of the State at least quarterly.

Presents information on the availability of training grants and hiring incentives to help employers defray some of the extraordinary costs of training new workers.

Maintains regular contact with community leaders, employers, labor unions, training programs, and veterans' organizations to keep them advised of eligible veterans in need of employment and training services, and to keep veterans informed of employment and training opportunities.

Facilitates partner relationships and cooperation to promote an orderly, timely, and responsive system for identifying and referring qualified veterans to employer job openings.

Identifies and contacts companies that may be contemplating downsizing or closing to promote layoff aversion tools and strategies.

Coordinates or otherwise facilitates Job Fairs, positive recruitments, employer information events, and employer outreach efforts on behalf of veteran job seekers.

Consults with management of business customers to identify and evaluate business needs and/or problems and recommends plans to provide assistance in resolving personnel and workforce-related problems and/or in developing and instituting sound business practices.

Contacts or responds to requests from companies that are downsizing or closing, to arrange for income-maintenance, job seeking, and skills training services for departing veteran employees; arranges for set-up of career centers and for services such as test administration, job-search, and resume preparation workshops, job development, and one-on-one career consultation, coordinating with Rapid Response Team activities, employers, unions, and other service agencies; resolves problems at site or by telephone.

Conducts, as a Rapid Response function, on-site informational presentations, form completion sessions, and resume preparation and job-seeking skills workshops, for groups of veterans undergoing layoffs to assist with filing for unemployment insurance benefits and for other employment and training services that help them to effectively conduct their own job search.

Reviews laws, regulations, and other federal and State documents related to benefits available to veterans, employment and training programs, human resource development programs, and business and employment management trends, for application to business services programs and activities.

May participate in the review of veteran-related employment and training and business services program plans, contracts, proposals, program descriptions, and reports for compliance with State and federal requirements, relevance and innovation, and for use in or application to Division or Department activities, plans, and initiatives.

Markets and promotes services of the Division and Department, statewide or in an assigned region, through personal contacts and visits to employers and through use of communication media, seminars and conferences, chambers of commerce, employer, industry, and professional associations, and partner programs; confers with employers to determine and assess their need for business services and persuades employers to use the partner programs; may serve as single point of contact to arrange for the provisions of all needed services in a coordinated manner.

Prepares clear, technically sound, accurate, and informative reports relating to business services provided that contain findings, conclusions, and recommendations.

Delivers speeches and program presentations before various business and industry groups to publicize and explain programs designed to place veterans into employment.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the implementation, coordination, or marketing of an employment and training or business services program in a public or private agency.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

OR

Possession of a master's degree in political science, education, economics, psychology, sociology, public administration, business administration, marketing, communications, personnel/human resources management, or related discipline from an accredited college or university; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

SPECIAL NOTE: Appointments to this title will be made in accordance with Title 38 United States Code Chapter 41: (1) Disabled Veterans, (2) Veterans, (3) and otherwise qualified persons as specified. Appointees to this position must meet the definition of "eligible persons" as defined by Title 38 United State Code Chapter 41.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the benefits available to, needs of, and barriers to employment facing veterans who are seeking employment and/or who were recently discharged from active duty and making a transition to civilian employment.

Knowledge of the principles and techniques of job analysis and job restructuring.

Knowledge of the varied sources of occupational, industrial, and labor market information and methods of collecting such information.

Knowledge of the training opportunities available locally as well as incentives available to employers to hire veterans.

Knowledge of the types and sources of economic and human resource data and the methods used to effectively utilize this data.

Knowledge of group dynamics and principles and techniques of influencing/persuading others to a point of view.

Knowledge of interviewing techniques.

Knowledge of occupational and industrial classification systems.

Ability to interpret federal and State laws, rules, and regulations and apply them to specific situations.

Ability to effectively market all available business services to employers.

Ability to effectively communicate and articulate the objectives of business services programs with officials from companies, government, and educational and training institutions.

Ability to write clearly, concisely, and in an organized manner when preparing correspondence and reports.

Ability to understand the laws and regulations pertaining to labor union activities and operations.

Ability to diagnose employer personnel management problems and arrive at possible solutions.

Ability to organize facts in a logical sequence.

Ability to read and interpret statistical and technical data.

Ability to speak clearly and effectively to individuals and groups.

Ability to cultivate business relationships and inspire confidence and gain cooperation of customers and others.

Ability to keep current with literature, legislation, and other informative material pertaining to programs, functions, objectives, responsibilities, standards, and new developments in employee development and human resources/business management.

Ability to maintain records and files.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
