SENIOR TECHNICIAN MVC
DEFINITION:
Under the direction of a supervisory official in the Motor Vehicle Commission, serves as a lead worker by providing training, guidance, and assigning work priorities to lower-level technicians; is responsible for taking the lead over and performing technical and/or clerical functions such as: processing and issuance of agency documents; processing and/or approving motor vehicle documents; as lead worker, performs and oversees the review, processing, and is responsible for approving the various types of applications, licenses, certificates, surcharges, and other documents in accordance with applicable state and federal laws, regulations, policies, and procedures; administers oral/written examinations to applicants in accordance with New Jersey laws or division rules, regulations, and policies for the issuance of a license or registration. (The documents issued may include, but are not limited to, permits, foreign or New Jersey driver’s licenses, motorcycle licenses, Driver Education Certificates, title documents, and NJMVC identification cards, receipts for surrendered license plates, bus endorsements, and any other documents deemed acceptable by the practices and policies of the Motor Vehicle Commission); does other related duties as required.

EXAMPLES OF WORK:
As lead worker:
Assigns and performs technical duties involving the processing and issuance of agency documents, and processing and approving motor vehicle documents compliant with appropriate rules, regulations, policies, and procedures.
Installs/uninstalls digitizing licensing equipment at the opening and closing of the workday.
Oversees and reviews identification documents for authenticity and accepts applications and support documents for simple transactions; ensures documents are not fraudulent when presented for identification and refers all problems to the supervisor.
Answers technical questions, explains motor vehicle procedures in accordance with Title 39, clarifies forms, gives instructions, and resolves problems.
Serves in the absence of the supervisor in the verification and approval of motor vehicle transactions; resolves complaints and issues of the public and may represent the supervisor at meetings.
Oversees and transacts documents for customers who have an established record on file, including initial, renewal, and duplicate licenses, salvages, registrations, titles, endorsements, permits, and address and name changes.
Oversees and sorts licenses, registrations, titles, and/or permits for filing and distribution.
Oversees the screening of visitors; reviews and checks applications, forms, and other documents for corrections, completeness, and accuracy; provides required forms or refers to other employees.
Resolves problematic issues.
Verifies the identity of the requestor to ensure that information is provided to the authorized person.
Verifies information provided by the requestor.
Oversees the processing and recording of customer information necessary to transact agency business.
Confers with other agency units to obtain specific inquiry information.
Provides instructions for the completion of forms; provides information on documentation required to complete agency transactions.
Verifies the issuance or non-issuance of agency documents; transacts documents.
Performs and oversees Immigration and Naturalization Services (INS) verifications; researches commercial drivers' information with INS before issuing CDL endorsements.
Provides information to requestors within the parameters of agency rules and regulations.
Works closely with Social Security Administration and the Office of Homeland Security to ensure customers are not illegal aliens.
Works with Systematic Alien Verification for Entitlement (SAVE) Program to research the status of foreign customers.
Conducts information searches in manual and electronic file systems to provide accurate responses to inquiries.
Ensures the monitoring and tracking of VISA, Green, and Naturalization card movement through data base tracking system.
Ensures and examines documents presented by applicants to determine their authenticity and validity in accordance with New Jersey laws or division rules, regulations, and policies as a preliminary step in obtaining a New Jersey driver’s license.
Determines applicant's true identity to obtain driver’s licenses through the use of documents and other descriptive information presented in accordance with established procedures.
Reports discrepancies to the supervisor.
Ensures applicants and licensed drivers who have physical disabilities or special needs are advised of special rights and equipment so the applicants can qualify for or maintain a valid New Jersey operator's license.
Types driver’s licenses and reports.
Ensures the collection of fees from the issuance of photo and duplicate driver’s licenses; reconciles cash with items issued and makes deposits to ensure the timely deposit of monies collected and credit/or card processing.
Oversees the sorting, indexing, and filing of checks, receipts, vouchers, requisitions, or other documents according to established procedures.
Drafts correspondence in the course of official duties.
Prepares and oversees the preparation of clear, sound, accurate, and informative reports containing findings, statistical information, analyses, conclusions, and recommendations.
Maintains essential records and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
WHEN ASSIGNED TO THE MOTOR VEHICLE COMMISSION AGENCIES, PERFORMS ALL OF THE ABOVE AND THE FOLLOWING TASKS:
Establishes the validity of credentials presented by applicants regarding status in the United States and determines if domestic/foreign driver’s licenses comply with the rules set forth by the State of New Jersey.
Examines high school certificates to determine if the requirements for written examinations have been met and that the requirements regarding the student permits have been completed.
Ensures waiver documents are verified for accuracy and contain no discrepancies, including but not limited to, out-of-state and out-of-country driver's licenses and high school certificates.
Oversees and/or schedules road test appointments for applicants, or in the event of failure, or no show, reschedules the driver for new road tests.
Administers oral/written examinations to test an applicant’s knowledge of applicable laws, safe driving practices, or related requirements, and scores tests using standard methods on which approval or rejection of driver license permits may be based.
Administers vision testing to determine the vision acuity of applicants requiring driver's licenses and/or special permits.
Opens and closes the facility during regular business hours; ensures the facility is operational for during business with customers; ensures all computers are operational and ready for processing customer requests.
Trains lower-level technicians.
WHEN ASSIGNED TO THE AGENCY MOBILE UNIT, PERFORMS ALL OF THE ABOVE AND THE FOLLOWING TASKS:
May be required to drive MVC Mobile Unit vehicles to the various locations throughout the state; safely drives MVC Mobile Unit vehicles to and from assigned event locations and/or service stops, adhering to all state laws and regulations.
Maintains materials and equipment for the Mobile Unit vehicles.
Sorts licenses, ID’s, and registrations for end-of-day closeout.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of experience in the performance of administrative, clerical, and/or technical support duties in one or more of the following areas: reviewing and processing various documents; disseminating, verifying, and providing information to the public; administering oral or written examinations.
NOTE: Employees assigned to the Mobile Unit may be required to possess and maintain a Commercial Driver’s License (CDL) with applicable endorsements.
NOTE: The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles they operate, rests with the Appointing Authority.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of procedures, laws, rules, and regulations of a division or agency after a period of training.
Knowledge of Immigration and Temporary Visa Restriction laws, document fraud procedures and regulations, and Title 29.
Knowledge of the methods and techniques used to locate and analyze information.

Knowledge of customer service techniques.
Ability to confer with the Office of Homeland Security regarding commercial driver’s license endorsements, VISA, Green, and Naturalization cards restrictions, upgrades, and expirations dates of foreign customers.

Ability to understand and carry out oral and written instructions.
Ability to sort, index, file, alphabetize, and retrieve varied types of materials using an established filing system.
