SENIOR UTILITY MANAGE:MENT ANALYST
DEFINITION
Under the direction of a superior in the Bureau of Management
Audits, participates in management audits of utility companies;
investigates, evaluates and recommends utility management operations as
it relates to organizational staffing, productivity load forecasting,
system planning, environmental matters, customer service, fuel
management, accountability, cost control systems, financial management;
prepares comprehensive reports on the results of the management audit
with recommendations for cost savings; assists in the preparation of
testimony; makes field visits and assists management consultants in the
performance of the audit; does related work as required.
EXAMPLES OF WORK:
Participates in management audits of the utilities under the
jurisdiction of the Board of Regulatory Commissioners.
Investigates and evaluates utility management and operations as it
relates to the performance of system operators, in order to assess the
economics and reliability of generation, transmission, and distribution
of public utilities.
Assists superiors in investigating and analyzing utility staffing
and productivity and management practices in the areas of maintenance,
construction, engineering, systems planning, environmental matters,
customer service, electronic data processing, employee relations,
public affairs, legal, fuel management, interchange, and executive
management.
Assists in analyzing utility labor contracts, equipment and supply
contracts, inflation factors, financial markets, and other indices
which impact on utility operations and profitability.
Assists in investigating and analyzing management practices
related to accounting and cost control systems, capital and budget
procedures, and assessibility to the financial markets.
Makes field visits to perform management audits independently or
with management analysts of higher and/or lower grade and outside
management consultants.
Prepares comprehensive reports from management analysts of lower
grades on the results of management audits, which include
recommendations on potential areas of cost savings and increased
efficiency and productivity, to be reviewed by superiors.
Takes direction from management analysts of higher grades in
performing cost-benefit analyses.
Assists the supervisor in the preparation of testimony to be used
in informal matters.
Advises or assists management analysts of lower grades engaged in
management audits.
Participates in interviews and meetings with outside consultants,
top utility management personnel, and Regulatory Commissioners.
Makes field visits to other public utility commissions, utility
companies or their parent companies in the performance of a management
audit.
Assists management analysts of higher grade in the preparation of
requests for proposals to be submitted to outside consultants.
Assists in analyzing proposals from outside management
consultants.
Prepares correspondence and maintains essential records and files.
May be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a
Bachelor's degree in accounting, economics, engineering, finance,
management, public administration or business administration or other
related field.
EXPERIENCE:
Two (2) years of professional experience involving the
management of performance standards, design or implementation of
procedures or systems, auditing of large scale accounting systems or in
the conduct of utility management studies, one (1) year of which shall
have been in utility operations or regulation of public utilities.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties of the
position.
KNOWLEDGE AND ABILITIES:
Knowledge of public utility and regulated industry operations
(generation, transmission, distribution) accounting systems and
finance, and methods used in analyzing and interpreting financial
documents, reports and statements of varied issues.
Knowledge of utility system planning techniques, including but
not limited to load forecasting methodologies, productivity, and
efficiency analyses.
Ability to acquire knowledge of applicable state and federal
statutes and regulations pertaining to utilities and regulated
industries subject to the jurisdiction of the Board of Regulary
Commissioners.
Ability to see that prescribed management audit procedures are
followed in assigned audit and report preparation.
Ability to analyze management practices and procedures.
Ability to analyze basic field and office management audit
problems and to develop and recommend effective solutions.
Ability to interpret operational and financial data.
Ability to prepare comprehensive reports containing findings,
conclusions, and recommendations.
Ability to work effectively with associates, utility
management and outside management consultants.
Ability to prepare, present and discuss a meaningful and
responsive dialogue with management and professional representatives
relative to management audit reports, financial reports, pertinent
accounting procedures and implementation thereof.
Ability to maintain essential records and files.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency, office, or
related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable forms of
communication.
