MEDICAL SOCIAL WORK CONSULTANT 2
DEFINITION
Under the direction of a Medical Social Work Consultant 1 or other
supervisory officer in a state department or agency, performs
administrative tasks and assists in providing professional consultation
to administrative and social service staff or, within the Office of the
Catastrophic Illness in Children Relief Fund Commission, assists in
providing professional consultation to administrative and social
service staff and the public; analyzes and screens program
applications; verifies conformance with program requirements; makes
eligibility determinations; does related work as required.
EXAMPLES OF WORK:
Assists in providing professional consultation to administrative
and social service staff which includes case consultation and case
management of complex situations; interpretation of regulations, policy
and procedure implementation; written guidelines for staff; and
approaches to social care problems and health care providers.
Develops information for the use of the Medical Social Work
Consultant 1 in assisting the Medical Director with administrative
responsibilities of social work aspects of the New Jersey social
service programs and development of social support services.
Works with the Medical Social Work Consultant 1 in developing and
maintaining policies, standards, and procedures related to social
welfare aspects of long term care, hospitalization, rehabilitation,
home health day care, clinical, mental health, mental retardation and
other special programs as required.
Works with professional groups and with the Medical Social Work
Consultant 1 in developing agreements and standards for services
rendered and interprets agency program to these groups.
Assists the Medical Social Work Consultant 1 in maintaining
liaison with the Departments of Health and Human Services and other
agencies to interpret social aspects of various health services
programs; assists in resolution of interagency problems; establishes
interagency procedures and relationships.
Assists in the coordination of activities with other state
agencies for the development and utilization of resources.
Assists in assigning, instructing, and training assigned social
work staff.
Assists the Medical Social Work Consultant 1 in providing
technical consultation to supervisory and professional staff on social
aspects of the human services program.
Assists the Medical Social Work Consultant 1 in providing
consultation to division, department, state, and local agencies to
ensure that social needs of recipients are met.
Assists in consulting withother state departments and agencies to
develop an integrated program of professional services and resources
with emphasis on social and medical care services to recipients of
human service programs.
Assists in maintaining liaison with provider institutions,
agencies and organizations to develop agreements and establish
policies, procedures and standards; resolves problems and ensures
effective and efficient utilization of health services and facilities
by recipients of human service programs.
Participates with the Medical Social Work Consultant 1 in
preparation, development, and delivery of training and educational
activities and materials designed to inform the public, recipients,
providers, agencies and health care professionals regarding health care
programs and components.
Assists in evaluating the social service programs of operating
agencies; assists agencies and other providers in developing adequate
social services; advises administration and staff of problems in the
delivery of services.
Assists other agencies in interpreting the role and function of
social services in a health care program.
Identifies areas in which research may be required in the health
and social aspects of state programs; assists with research activities.
Keeps abreast of relevant federal and state legislation, standards
and guidelines to monitor and analyze their impact on human service
programs; assists in preparing recommendations and reports.
Reviews social factors regrding complaints, appeals, and fair
hearings.
Assists with the preparation of correspondence and responds to
public inquiries or referrals related to social care areas.
Substitutes for the Medical Social Work Consultant 1 at meetings,
consultations, programs, reviews and other related functions.
Assists in developing and maintaining a statewide resource file in
health care and related social care programs.
Prepares correspondence and reports and maintains file.
May assist in providing professional consultation to
administrative and social service staff which includes case
consultation and financial case management on complex situations;
interpretation of regulation; policy and procedure implementation; and
written guidelines for staff; and approaches to social care problems
and health care providers.
May work with Medical Social Work Consultant 1 in developing and
maintaining policies and procedures related to social welfare aspects
of health care for ill children and related special problems as
required.
May assist the Medical Social Work Consultant 1 in maintaining
liaison with the Departments of Health and Human Services and other
agencies to interpret social and economic aspects of the Medicaid and
other programs relevant to children and families with special health
care and financial needs.
May interface with families of ill children and their providers of
care and insurance coverage to resolve incomplete or inadequate
documentation for resolution of financial eligibility and relief of
catastrophic expenses for a child's uncovered medical expenses.
May interface regularly with professional nursing staff to
finalize review of assistance applications.
May be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
Education
Graduation from an accredited college with a Bachelor's degree
supplemented by a Master's degree in social work from an accredited
school of social work.
Experience
Three (3) years of professional experience in medical-social
work, one (1) year of which shall have been in a hospital or other
medical setting; one (1) year of this medical-social work experience
shall have included supervisory or administrative duties in medical
care administration in a state or large local department of health jor
welfare operating a public medical care program.
LICENSE:
Appointee will be required to possess a driver's license valid
in New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform the essential duties of the position.
Knowledge and Abilities
Knowledge of the social aspects of modern medical care.
Knowledge of medical-social work principles and their
application to specific situations.
Knowledge of medical terminology, common systems and
diagnoses, and the social implications of disease and disability.
Knowledge of community medical and other resources and/or
services available for persons receiving public welfare or other human
services assistance.
Ability to read and interpret information on the programs and
responsibilities related to medical care programs within the department
or agency.
Ability to read and interpret information on federal, state
and local legislation pertinent to public welfare and medical care.
Ability to develop and implement an extensive program of
medical-social services with particular emphasis upon the provision of
consultative services to state and local public welfare agencies and
others.
Ability to provide technical consultation and supervision to
others.
Ability to contribute to and use research data for social
planning.
Ability to develop programs designed to afford an opportunity
for continuous professional growth to medical-social work staff.
Ability to assist division staff in recognizing medical-social
problems and to improve staff awareness of health needs of recipients.
Ability to assist in planning and strengthening local
operating agency social service units and to provide consultation
concerning medical social services.
Ability to prepare correspondence and reports and maintain
records and files.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency, office, or
related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable forms of
communication.
