INTELLIGENCE ANALYST 1, OFFICE OF HOMELAND SECURITY AND PREPAREDNESS
DEFINITION:
Under the general supervision of an Intelligence Analyst 3, or other supervisory official
in the Office of Homeland Security & Preparedness, Department of Law and Public
Safety, is responsible for conducting analytical investigations on highly sensitive and
classified information and data retrieved from various electronic/telephone sources
or information developed from prior investigations or discovered to be linked to other
types of investigations or information gathering activities. Performs and conducts
administrative and operations studies of organizations, corporations, businesses or
groups that may have an allegiance to terrorist groups or organizations in the
United States or abroad with assets or interests in New Jersey. Assumes appropriate
administrative responsibilities as delegated by superiors. Does other related duties as
required.

EXAMPLES OF WORK:
Analyzes information and data retrieved to conduct investigative studies and prepares
in-depth reports of a highly complex nature to be utilized by superiors in planning the
type and course of action to protect New Jersey citizens and others from terrorism.
Conducts surveillance objectives and performs various types of searches on secured
data bases and information sources made available through investigative activities of
others or in concert with other law enforcement organizations.
Interviews investigators, police officers and other law enforcement personnel to gleam
information relevant to investigations on terrorism.
Observes informants and other parties interviewed by law enforcement officers to
determine the validity of information obtained and how the sources of information are
connected to asset liquidations via electronic money transfers/currency exchanges
and/or money laundering activities.
Conducts investigations designed to gather intelligence information to establish a
profile of an alleged organization(s) or group(s) involvement in terrorism objectives
to determine resources, capabilities, intent and vulnerability studies.
Assists in designing and implementing specialized analytical research objectives and/or
revised programs to better gather and filter information and pertinent data related to
investigative objectives.
Submits recommendations for changes to established research methodologies and
analytical models presently utilized by the agency.
Develops and maintains a liaison with local, state and federal law enforcement and
information gathering agencies to discuss mutual issues and resolve discrepancies.
Reviews various publications, newspapers and other relevant documents that may be
in various languages and translates the appropriate information and data to prepare
reports and essays on various subjects of interest.
As required, assists in developing policy and revising operational procedures to ensure
effectiveness and attainment of analytical and investigative objectives are achieved in
conducting and performing highly sensitive investigative activities in a faster more
efficient format.
As required, observes and may participate in the coordinated investigative efforts
with various law enforcement agencies in case development and trial presentation
with County Prosecutors, State Deputy Attorneys General or Federal Prosecutors.
Prepares various types of reports and analytical studies on reviewed intelligence
information containing findings, conclusions and recommendations for operational
briefings or for oral presentations.
Testifies as an Intelligence Analyst before various types of legal forums or hearings.
Attends seminars and course studies on intelligence gathering of unassembled
information for various types of specialized areas related to transnational issues,
economic changes and political views, science and technology, military
multi-disciplines and other central intelligence policy courses.
Maintains a case management file system for investigations and research activities.
Maintains the integrity of classified and sensitive records and files.
Utilizes various types of photographic equipment, video, electronic, telephonic, and
recording devices and information networking systems utilized by the agency or
assigned office.
Will be required to learn how to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Bachelor's Degree from an accredited college or university in Political Science,
Criminal Justice, International Relations, Economics, Homeland Security, or related
areas of studies.
NOTE: Applicants who possess a Juris Doctorate from a school of law accredited
by the American Bar Association, and who have received credit for course work in
international law, may substitute this degree for the required education.
EXPERIENCE:
Three (3) years of experience in gathering, prioritizing, coordinating, collating reviewing,
analyzing and compiling unassembled classified/highly sensitive information and data
in a government or research center utilizing acceptable research methodologies and
technologies with a designed application for security research projects, or
national/international security programs.
NOTE: A Master's degree in one of the areas listed above, or in Security Studies,
Foreign Service, Foreign Diplomacy, International Affairs, International Public Policy,
Middle East or Arab Studies or related areas of study may be substituted for one (1)
year of experience.
SPECIAL NOTE: Applicants accepting employment as Intelligence Analysts in the
Office of Homeland Security & Preparedness, Department of Law and Public Safety
may be required to adhere to the employment restriction that they may not pursue
outside gainful employment during their tenure of employment.
SPECIAL NOTE: Applicants will be required to undergo a law enforcement candidate
background investigation and record review. In addition, special and top-secret
security clearances by the federal government are mandated by Presidential Executive
Order #12958. The Executive Order requires these procedures be adhered in order for
a federal security clearance to be granted to an individual engaged in performing said
duties and responsibilities.
LICENSE:
Appointees will be required to possess a driver’s license valid in New Jersey only if
the operations of a vehicle, rather than employee mobility, is necessary to perform
the essential duties of the position.

Knowledge of terrorism and terrorist organizations.
Knowledge of joint operations involving local, state and federal law enforcement
agencies within the state and relationships with national and international intelligence
agencies.
Knowledge of terrorist organizations worldwide and their supporting networks and
familiarity with the financial networking in support of terrorist organizations.
Knowledge of verbal and written communication skills to achieve results desired.
Knowledge of the methods and techniques of performing covert investigations.
Knowledge of the methods of investigative reporting and preparation of detailed
investigative reports.
Knowledge of data processing programs, application procedures and formats.
Knowledge of the methods to conduct research.
Knowledge of criminal, regulatory and civil investigative terminology.
Knowledge of civil rights of individuals under investigation.
Knowledge of the procedures for conducting background investigations and
record reviews.
Ability to identify, determine and access how and why changing world opinions
and concerns impact global issues relating to political, economic and
socioeconomic policies.
Ability to assess the validity of information obtained through informant interviews
and others who may be involved in financial type crimes with access towards
terrorism involvement.
Ability to analyze, interpret and apply state and federal statutes, law and regulations
towards assigned selective investigations.
Ability to facilitate assigned investigations, surveys, studies and research activities
and provide reports thereof.
Ability to conduct searches on all types of information systems and data bases,
effectively reviewing additional sources of information that may be made available
from other law enforcement agencies.
Ability to utilize various information technology programs in concert with assigned
investigation projects.
Ability to communicate with others with the purpose of extracting information on
investigations concerning terrorism.
Ability to revitalize policy and procedures to enhance the effectiveness of analytical
objectives.
Ability to recognize the need for modifications in research methods while presenting in
a clear, precise manner examples of how these changes would enhance the agency's
analytical ability in gathering information.
Ability to translate foreign language material on various topics to complete reports on
subjects of interest.
Ability to efficiently and effectively prepare detailed reporting on a variety of issues which
clearly exhibits findings, conclusions and recommendations for analytical assignments or
oral presentations.
Ability to clearly articulate while testifying in a legal proceeding.
Ability to assist in case development and trial preparation as required or directed.
Ability to maintain liaison with local, state and federal agencies to define relative issues
of importance.
Ability to ensure the integrity and confidentiality of all classified material and information.
Ability to review and prepare statistical and financial data into various types of reports.
Ability to utilize various types of photographic equipment, video, electronic
communications equipment, recording devices, data base software applications
and information networking systems utilized by the agency or assigned office.
Ability to learn how to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently
to perform duties of this position. American Sign Language or Braille may also be
considered as acceptable forms of communication.
