DIRECTOR OF PROFESSIONAL/RESIDENTIAL SERVICES

DEFINITION:
Under the direction of the Chief Executive Officer or other executive official in a developmental center, Division of Developmental Disabilities, Department of Human Services, is responsible for the professional direction and coordination of clinical, vocational educational, recreational, community placement, and social services departments and its employees in a residential healthcare setting for people with developmental disabilities; does other related work.

EXAMPLES OF WORK:
Under the direction of a Chief Executive Officer, plans and oversees staff and the facility’s clinical, rehabilitative, social service, and community placement programs for residents.
Manages higher-level supervisors and other employees engaged in delivering clinical services to residents, while also supporting the educational, vocational, residential, and recreational needs of the resident population, including transitions into community placements and referrals to social services.
Leads higher-level supervisors and other employees in developing clinical and rehabilitative treatment plans aimed at transitioning clients into the community. Ensures clients’ rights are upheld and respected in a dignified manner.
Ensures that clients enrolled in the facility’s residential, educational, and vocational programs are appropriately managed and supervised by staff.
Develops and implements clinical and rehabilitative programs aimed at meeting the needs of the resident population; assesses these programs on an ongoing basis.
Plans, conducts, directs, and/or participates in staff meetings designed to integrate clinical findings with preparing appropriate rehabilitation plans for individual training, treatment plans, and/or participation in residential programs.
Leads trainings and presentations for colleagues, and professionals in related fields, and other interested parties regarding the unique needs and characteristics of the developmentally disabled population.
Manages and responds to the complex staffing needs of each assigned department or program, in alignment with client needs.
Plans, implements, and monitors a fiscally responsible budget. Ensures that daily operations and program activities are in scope with a strategic fiscal plan while meeting the needs of residents, employees, and facility standards of operation.
Acts as the Chief Executive Officer’s designee when necessary or in their absence.
Leads the organization on all matters related to human resources. Sets forth policies for workplace operations and employee code of conduct. Establishes and communicates standards for measuring employee performance.
Provides direction for achieving organizational or project goals.
Recommends changes to organizational structure.
Oversees the work of each organizational unit, monitors and evaluates employee conduct and performance, makes recommendations on personnel matters, and allocates staffing resources based on client needs and organizational objectives.
Implements organizational policies and monitors employees for compliance with established facility operating procedures and workplace protocols.
Oversees all operational and clinical departments within the facility, including residential, vocational, educational, and recreational programs, community housing placement, and social services departments.
Prepares and/or directs the preparation of clear and accurate reports and official correspondence.
Directs the establishment and maintenance of essential records and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a bachelor's degree in Social Work, Education, Sociology, Nursing, Guidance and Counseling, Social Work Administration, Public or Business Administration, Psychology, Speech Therapy, Occupational Therapy, Physical Therapy, Recreation, or other closely related field.
EXPERIENCE:
Six (6) years of experience in the field of developmental disabilities, three (3) years of which must have been in a supervisory or administrative capacity.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the theories and techniques of sociology, psychology, and education related to people with developmental disabilities and the clinical techniques and applications to provide vocational, educational, residential, and recreational services and community housing placement to the population.
Knowledge of the individual and wider social problems experienced by developmentally disabled citizens that reside in intermediate care facilities, and the appropriate measures to address these challenges.
Knowledge of resources that are available to the developmentally or physically disabled including intermediate care centers, diagnostic treatment facilities, and state agencies offering programs or services.
Knowledge and familiarity with the programs, objectives, standards, policies, and procedures of the Division of Developmental Disabilities and the Department of Human Services concerned with the diagnosis, treatment, and rehabilitation of the developmentally disabled.
Knowledge of supervisory methods and techniques, which may include conflict resolution and mediation.
Ability to develop, implement and oversee client and residential programs, and lead organizational units and staff.
Ability to assess a unit supervisor’s scope of responsibility and determine an appropriate list of duties and subsequent workflow.
Ability to implement best practices for delivering services to people with developmental disabilities in a residential setting as set forth by professional organizations or other credible resources in the field.
Ability to collaborate with staff, supervisors, peers, and staff and represent the facility in a professional manner while interacting with clients and their families or guardians, as well as vendors, contractors, and all other stakeholders.
Ability to prepare, or supervise the preparation of clear, technical, sound, accurate, and informative statistical findings, financial reports, evaluative data, and other reports containing program findings, conclusions, and recommendations to benefit the center.
Ability to implement effective vocational and academic training programs to facilitate the return of clients as a productive member of the community.
Ability to research and identify resources for residents in the community in the areas of vocational, job placement, and employment training.
Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
