DEFINITION
Under administrative direction, subject to the rules and regulations
of the agency, shall have general supervisory and management
responsibility over the activities of the agency; does related work
as required.

EXAMPLES OF WORK:
Directs the development of and provides supervision over a comprehensive
plan for the administration and management of agency activities.
Reviews all policies and procedures adopted by the agency, recommending
changes as necessary.
Responsible for the preparation of policy statements, procedural guidelines,
and public announcements to the media.
Initiates and conducts policy-level meetings and conferences.
Represents the agency at meetings, conferences, and public events as
required.
Reviews and evaluates any bill in the legislature that has an effect on the
agency's policies and administrative activities and determines probable
costs if enacted.
Maintains liaison with state and federal officials and municipal and county
units of government throughout the state.
Plans and develops a suitable organizational structure within which the
prescribed functions of the agency can best be discharged.
Manages the work operations and/or functional programs and has
responsibility for employee evaluations and for effectively recommending
the hiring, firing, promoting, demoting, and/or disciplining of employees.
Coordinates the development of the annual budget request.
Supervises the development of policies, programs and plans for the
management of the fiscal activities of the agency.
Dircts the preparation of financial, statistical, operating, and other reports
containing findings, conclusions, and recommendations necessary to
promulgate rules, regulations, and decisions to safeguard the public
interest.
Maintains records and files.
Will be required to learn to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from and accredited college or university with a Bachelor's degree.
EXPERIENCE:
Five (5) years of experience in the administration and management of a program
to develop and implement policy in a public or private organization.
NOTE: Applicants who do not possess the required education may substitute
experience as indicated on a year for year basis.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey
only if the operation of a vehicle, rather than employee mobility, is necessary
to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Ability to utilize various types of electronic and/or manual recording and
information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently
to perform duties of this position. American Sign Language or Braille may also be
considered as acceptable forms of communication.
