Job Specification

MANAGER 2 DEPARTMENT OF LAW AND PUBLIC SAFETY  

DEFINITION:

Under direction of a Department Senior Executive Service Director or other supervisory official, may coordinate/administer a major work program in any of the following areas: Administration and Program Operation, Policy and Planning, Finance and Administration, Interagency Coordination, Communications and Public Affairs, Capital Policy and Programming; recommends formulation and revisions of policy, regulations, methodologies, procedures, and strategies to achieve organizational goals; performs related managerial workload assignments as required; does other related duties as required.

EXAMPLES OF WORK:

Coordinates department-wide program/projects to ensure that desired outputs are attained consistent with gubernatorial/legislative mandates.

Chairs various committees formulated to deal with issues resulting from legislative mandates or legitimate demands imposed by various entities/organizations.

Coordinates development/implementation of policy and procedures designed to accomplish broad-based goals/objectives assigned to the Director.

May coordinate activities of operating divisions, task forces, and administrative realignment activities.

Assigns staff to projects in accord with specific needs, available resources, present workload, and assigned priorities.

Reviews projects to determine status, nature of findings, and need for direction/realignment of priorities.

Provides expertise/assistance to operating divisions in development and productivity improvement of objectives and implementation thereof.

Coordinates review of administrative programmatic activities to determine program efficiency and necessary course of action to implement remediation of identified ineffective practices.

Recommends formulation/revision of department/division policy, procedures, or practices to achieve applicable administrative goals.

May function as principal adviser for a Director/Deputy Director (department or operating division) as determined by the Attorney General or his/her designee to appraise specific program(s), identified issues, or policy.

Plans, organizes, and manages evaluation of programmatic goals, short and long term priorities, and objectives to determine degree of effectiveness and to identify programming needs, specific problems, values, and achievements.

Ensures consistency within policy administration, resolution of conflicts between/among programs and organizations, and cooperation between various programmatic activities.

Participates as member of the policy, planning, and management teams for the purpose of developing and implementing overall division/department policies, procedures, and programs, particularly where there is a need to integrate complimentary initiatives between various functional areas of operating divisions and the Office of the Attorney General.

Assesses training needs of the workforce necessary to accomplish program objectives, and targets technical, administrative, and management training needs on a semiannual basis.

Reviews and approves for submission to the assigned Director budgetary items and/or grant applications for programmatic areas related to assigned division.

Manages as a work operation and functional programs of a component within the department, and has responsibility for employee evaluation and for effectively recommending the hiring, retention, reassignment, fairing, promoting, demoting, disciplining, and or training of employees.

Reviews, evaluates, and advises superiors on proposed/existing state/federal legislation, policies, rules, regulations, and procedures relating to work effectiveness or conflict of the assigned division or component.

Coordinates external interface activities including processing of information, negotiating priorities, commitments, and so forth within and external to the specific organization assigned.

Identifies significant program deficiencies and/or policy issues, and coordinates the planning or analytical studies and preparation of reports/recommendations designed to define program monitoring and evaluation of conflicts/issues and effectuating appropriate remedy.

Evaluates as a component's program(s) goals, operations, and performance as required, and develops and implements alternative policy/procedures to improve performance and meet defined stated program objectives.

Coordinates preparation of concise, detailed, informative reports of statistical, financial, enhancement, or other related reports containing facts, findings, conclusions, and recommendations.

Will be required to train subordinates to utilize various types of electronic and/or manual recording and information/systems and software applications utilized by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience in program management, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a master's degree in various fields of study relevant to human resources, administration, management, business and commerce, public affairs, accounting and finance, data processing/computer sciences, or related fields denoting program management and concepts; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

NOTE: " Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of current management concepts/practices.

Knowledge of principles/practices/procedures of supervision, employee motivation, and performance evaluation.

Knowledge of functions/organizations of state government, in particular state departments, and of intergovernmental relationships and problems thereof.

Knowledge of executive decision making methodologies utilized to ensure maximum program operating efficiency.

Ability to apply planning principles/practices/procedures consistent with organizational theory and administrative objectives to programs of state government.

Ability to read and understand pertinent state/federal laws, regulations, policies, procedures, and standards pertaining to organizations and specific program operations.

Ability to plan, direct, and coordinate the workload of assigned program areas including setting goals, planning and implementing work programs, and developing policy/procedures.

Ability to render oral presentations to varying organizations or personnel and effectuate working relationships with representatives of federal/state/local governments as well as professional groups, societies, and other entities interested in specific issues, problems, and topics relevant to a designated policy or program(s).

Ability to prepare and direct preparation of concise, accurate, and informative statistical, financial, and other related reports containing findings, conclusions, and recommendations.

Ability to assign and instruct subordinate supervisors in evaluating employees and effectively interacting with employees= performance in the direction of overall work operation goals.

Ability to instruct others to utilize various types of electronic and/or manual recording and information systems and software applications used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
