Job Specification

STANDARDS AND PROCEDURES TECHNICIAN 1  

DEFINITION: Under supervision of a supervisory official in a state department, institution, or agency, assists in the preparation of policy and procedural regulations and guidelines necessary for the implementation of department programs, and/or reviews provider or contract agencies for compliance with department standards and procedures, and/or prepares informational material for distribution; does related work as required.

NOTE: Appointments may be made to positions requiring bilingual skills.

62193F - Bilingual in Spanish and English SPECIAL SKILL Applicants must be able to read, write, speak, understand, or communicate in Spanish and English sufficiently to perform the duties of this position.

EXAMPLES OF WORK:

As required, assists in the preparation of initial drafts of new and/or revised program policy or procedural material.

Assists in the writing and/or review of manuals and other similar program material.

Assists in analyzing and interpreting federal and state legislation applicable to one or more programs, and in determining its impact on present and future programmatic goals and objectives.

Drafts reports of programmatic output in accordance with federal regulations.

Prepares periodic activity reports for an administrative supervisor.

Prepares correspondence in the official course of duties.

Maintains essential reports, records and files.

Assists in compiling, writing, editing, and preparing informational materials, brochures, pamphlets, and other related materials for both department employees and constituency.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in the review, writing, analysis, and revision of program policy, procedures, informational materials, rules, guidelines, and/or program analysis and development.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

OR

Possession of a master's degree in a discipline appropriate to the position; and one (1) year of the above-mentioned professional experience.

NOTE"Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the application of statistical methods and procedures.

Knowledge of the procedures involved in collecting, analyzing, and interpreting complex factual data.

Ability to interpret and apply the laws of New Jersey and the policies relative to the department.

Ability to develop effective work plans.

Ability to collect, compile, and make accurate appraisal of factual information.

Ability to analyze laws, rules, regulations, and prescribed procedures and interpret and apply them to specific situations.

Ability to draft correspondence in the course of official duties.

Ability to prepare informative, well organized, and concise reports containing findings, conclusions, and recommendations.

Ability to maintain essential reports, records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
