Job Specification

QUALITY ASSURANCE SPECIALIST, HEALTH SERVICES, NURSING 

DEFINITION

Under the direction of a Quality Assurance Coordinator or other supervisory 
official in the Department of Health and Department of Military and Veterans 
Affairs, conducts program or facility evaluations for quality assurance of clinical 
care, support and administrative services provided by funded agencies, including 
family health, preventative health care disease pathology, medical treatment and 
rehabilitation; reviews and evaluates clinical and/or medical data; participates in 
the planning and evaluation of health projects and initiatives; does other related 
duties.

EXAMPLES OF WORK

Conducts program or facility evaluations for quality assurance of services provided 
by funded agencies, which may include maternal and/or child health, pediatric 
services, family planning, community health, and epidemiology. 

Evaluates clinical care practices to identify problems and provide recommendations 
for changes and improvements. 

Reviews and evaluates clinical/medical records in a health care setting.

Monitors and evaluates department-funded health service grants to ensure agency 
compliance. 

Collects and analyzes health data.

Provides advice and technical assistance to facility staff, practitioners and health 
care consumers. 

Reviews case records to identify appropriate referrals to specialists and access to 
community-based health service providers.

Plans, conducts and evaluates health education programs. 

Schedules and conducts site visits to health care facilities to review medical services 
and procedures; identifies problems or areas requiring improvement. 

Provides consultation in the administration of health practice surveys. 

Participates in the planning and development of health-related projects and 
initiatives. 

Establishes and maintains cooperative working relationships with those interested
 or involved in the work of the program. 

Represents the program at meetings and taskforces. 

Participates in training programs. 

Prepares written reports containing findings, conclusions and recommendations.

Establishes and maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual 
recording and information equipment used in the agency, office or related unit. 

REQUIREMENTS

EXPERIENCE

Four (4) years of experience as a Registered Nurse, one (1) year of which shall 
have included the monitoring and evaluation of clinical records and programs in 
a health care setting. 

NOTE:  A Master’s degree in Public Health, Nursing or other field related to health 
care may be substituted for one (1) year of experience. 

LICENSE

Applicants must possess a current license as a Registered Nurse in the State 
of New Jersey. 

Appointees will be required to possess a driver’s license valid in New Jersey only 
if the operation of a vehicle rather than employee mobility is necessary to perform 
the essential duties of the position. 

KNOWLEDGE AND ABILITIES

Knowledge of modern nursing practices.

Knowledge of the methods used to gather and analyze data.

Knowledge of quality assurance methods and techniques. 

Knowledge of public health practices. 

Knowledge of the methods used to evaluate clinical records.

Knowledge of health program evaluation techniques.

Ability to collect and analyze data.

Ability evaluate health programs and facilities.

Ability to monitor and evaluate health service grants.

Ability to review and evaluate clinical and case records. 

Ability to provide technical advice, consultation and assistance. 

Ability to establish and maintain cooperative working relationships with those 
interested or involved in the work of the program. 

Ability to prepare reports containing findings, conclusions and recommendations.

Ability to establish and maintain essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording and
 information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently 
to perform the duties of this position.  American Sign Language or Braille may 
also be considered as acceptable forms of communication.
