Job Specification

PUBLIC HEALTH CONSULTANT 2 HEALTH EDUCATION  

DEFINITION:

Under the direction of a Public Health Consultant 1 Health Education or other supervisory officer in the Department of Health and Senior Services, has responsibility for providing consultation to public health educators, local health agencies and departmental programs in the planning, organizing, and promoting of a generalized program of public health education or in the planning and organization of educational programs in a specific field; does other related duties.

EXAMPLES OF WORK:

Visits and works with existing State, county and local Health Leaders, as well as, civic, welfare and other community organizations in order to help them identify, study, plan or organize appropriate action for the solution of particular community problems, and to interest them in investigating health needs, in determining which health problems may be solved and in appraising available community resources.

Provides community health committees with the needed technical and professional guidance in the varied methods of developing community cooperation and assists them in securing authoritative medical, dental, engineering, nursing and other professional guidance in specific fields.

Interprets the objectives of the State Department of Health and Senior Services, as well as standards and policies to health, civic and welfare organizations, including women's club, parent- teacher associations and welfare councils, and assists with the integration of the programs of these organizations with those of the State Department of Health and Senior Services.

Gives talks before public, professional and other groups, and other interested organizations on community health organization and resources, health education and the activities and objectives of the State Department of Health and Senior Services.

Aids local health agencies and other health care providers in evaluating health education and promotion activities on both short and long term basis.

May develop goals and objectives for the health education program(s).

Reads health education and promotion materials, attends conferences, workshops and seminars in order to insure that personal knowledge and skill is current and sufficient to provide consultation in technical assistance.

Coordinates goals and objectives of the Health Education Program(s) with other programs and activities of the department.

Provides suitable consultation to local health educators and assists them in reviewing the performance of their work.

Drafts correspondence.

Prepares reports.

Maintains the records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of comprehensive professional experience in a large-scale community health and/or public health education program; including or supplemented by 30 credit hours in an accredited program in community health education, or public health education.

Possession of a bachelor's degree from an accredited college or university including or supplemented by 30 credit hours in an accredited program in community health education, or public health education; and three (3) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the principles and practices of public administration methods in relation to health education.

Knowledge of the problems involved in developing a suitable work program in the field of health education and in organizing assigned administrative work in connection therewith.

Knowledge of problems encountered in discovering, training, and working with community leaders in a program of health education service and encouraging the members of civic, welfare, health an other community organizations to work together and to take appropriate and effective action.

Knowledge of the significance of health problems and of the varied methods useful in their solution.

Knowledge of the principles, methods, and devices used in training and education of the available department, community and other resources and materials useful in health education projects.

Knowledge of the methods and procedures useful in planning and carrying out surveys.

Ability to acquire a basic knowledge of the standards, policies, rules, regulations, and organization of the State Department of Health and Senior Services, of the methods and techniques of the Health Education Program(s), and of the problems of local health departments.

Ability to plan, coordinate, promote and evaluate the health education component of health services and make recommendations to alleviate problems areas based upon research and current developments in health education delivery.

Ability to identify problem areas in health education administration and develop recommendations to solve these problems based upon current standards and assessments of the needs of the health care facility or organization.

Ability to research solutions to questions concerning health education from health care facilities, or local or county health and welfare organizations.

Ability to assign and instruct individuals and groups, and supervise the performance of their work.

Ability to discover, train and work with community leaders in a program of health education service, and to encourage the members of the civic, welfare, health and other organizations to work together toward common goals.

Ability to comprehend the relative significance of particular health problems and to make use of the methods and devices most suitable for their solution.

Ability to plan and carry through training and group education projects.

Ability to plan and complete surveys on a Statewide basis.

Ability to assist local organizations to coordinate their programs with those of other groups and with those of the State Department of Health and Senior Services.

Ability to provide technical and professional advice and assistance on specific fields of public health.

Ability to prepare correspondence.

Ability to prepare the detailed and technical reports and records required.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
