PUBLIC HEALTH CONSULTANT 2 (NUTRITION)

   

DEFINITION


          Under direction of the Public Health Consultant 1 (Nutrition)
   or other supervisory official in the Department of Health and Senior
   Services, defines, promotes, and otherwise provides consultative
   services to public and private nutritional programs in connection
   with the State Nutrition Program; does related work as required.

   NOTE: The definition and examples of work for this title are for

EXAMPLES OF WORK:


         Conducts nutrition services as part of a health program in an
   assigned area or program and provides direct services where
   indicated.

         Determines the nature and extent of nutrition needs and
   establishes both long-range and short-term program goals in an
   assigned area or program, integrating nutrition services with other
   operating programs of the department.

         Participates in field experience for graduate students such as
   nutritionists, dietitians, and other professional health workers in
   the field of nutrition.

        Plans and helps develop federally funded community nutrition
   services in special federal projects, and provides consultation for
   continuation and evaluation.

         Advises on the evaluation of dietary services in group care
   facilities for licensure or certification.

          Interprets nutrition services and maintains effective
   relationships with civic, educational, government, research, and
   other groups operating federally funded nutrition projects, or
   providing nutrition and diet counseling services to ensure
   coordination and participation of appropriate agencies.

   Plans, assigns, and supervises activities of an inspection or survey
   team responsible for determining compliance with state and federal
   regulations, standards, and licensure requirements.

         Participates as a team member and/or serves as a nutrition
   specialist in the inspection and survey of health care facilities to
   determine compliance with federal medicaid requirements for
   Intermediate Care Facilities/Developmentally Disabled (ICF/DD).

          Compiles, analyzes, and reviews data and completes inspection,
   surveillance, state licensure and federal medicare/medicaid survey
   report forms; prepares a statement of deficiencies for each report
   with findings, conclusions, and recommendations prior to submission
   to supervisory personnel for their review and approval.

   Evaluates the quality of patient nutritional care provided in health
   facilities surveyed in relation to food, drug interaction, laboratory
   data, diet-disease relationships, nutritional status of patients,
   food preparation practices, and nutritional adequacy of meals
   consumed.

        Provides consultation and information to the staff of ICF/DD and
   gives recommendations pertaining to better patient care and
   prevention of deficiencies.

         Evaluates and provides written comments pertaining to proposed
   ICF/DD regulations and licensing and certification requirements.

          Reviews plans for corrective action by health care facilities
   for acceptability and correction of deficiencies.

         Conducts followup revisits to health care facilities to verify
   correction of deficiencies and completes state and federal revisit
   reports.

        Participates in seminars, training programs, and conferences
   conducted for providers of health care services, staff personnel, and
   other interested groups as requested and approved.

         Provides consultation and information to administrators and
   staff of assigned groups of care facilities on menu planning, food
   purchasing, storage, preparation and service, budgeting and cost
   control, modified diets, work organization, space and equipment
   needs, and personnel requirements.

         Performs or arranges for educational activities such as
   inservice training and staff development programs for professional
   and auxiliary, institutional nutrition staff.

         Assists with or participates in studies and surveys on the
   relationship of dietary factors to health and disease.

   Develops, evaluates, revises, selects, and uses educational materials
   including literature on current development in nutrition.

         Evaluates the nutrition program and recommends policies,
   standards, and services to meet needs.

         Plans and helps develop community nutrition services and
   special projects, and provides consultation for continuation and
   evaluation.

        Prepares clear, technically sound, accurate, and informative
   reports containing findings, conclusions, and recommendations.

              Will be required to learn to utilize various types of
   electronic and/or manual recording and computerized information
   systems used by the agency, office, or related units.

   REQUIREMENTS:

        EDUCATION:

         Graduation from an accredited college or university with a
   Bachelor's degree supplemented by a Master's degree in any nutrition
   specialty such as Public Health Nutrition, Human Nutrition,
   Dietetics, Food Service Administration, or Nutrition Education.



        EXPERIENCE:

        Three (3) years of experience in nutrition or dietetics, one (1)
   year of which must have been as a nutritionist in an administrative
   or consultant capacity.

         NOTE: Completion of an approved dietetic internship in hospital
   dietetics, clinical nutrition, administration, or public health may
   be substituted for one (1) year of required experience.

        LICENSE:

         Appointees will be required to possess a driver's license valid
   in New Jersey only if the operation of a vehicle, rather than
   employee mobility, is necessary to perform the essential duties of
   the position.

   KNOWLEDGE AND ABILITIES:

               Knowledge of principles and practices of public
   administration methods in relation to nutrition, dietetics, and food
   service management.

               Knowledge of principles and practices of modern nutrition
   and dietetics and of foods and food requirements.

               Knowledge of principles and practices of modern nutrition
   and dietetics.

              Knowledge of principles and appropriate methods of
   nutrition education.

              Knowledge of Nutrition Program for the Elderly and other
   licensing certification requirements for institutional food service
   facilities.

              Knowledge of the organization of the Department of Health
   and Senior Services after a period of training.

             Ability to act as a consultant and advisor on foods and
   human nutrition and to interpret the Public Health Nutrition Program
   of the Department of Health and Senior Services or other federally
   funded nutrition programs to councils, committees, county and local
   health and welfare organizations, and to lay and professional groups.

              Ability to plan and participate in community meetings and
   conferences.

              Ability to plan, coordinate, promote, and evaluate the
   nutrition component of health services and to make recommendations to
   alleviate problem areas based on research and current developments in
   food service delivery and nutrition.

              Ability to identify problem areas in food service
   administration and to develop recommendations to solve these problems
   based on current standards and assessments of the needs of the health
   care facility or organization.

              Ability to research solutions to questions concerning
   nutrition and dietetics from health care facilities or local or
   county health and welfare organizations.

              Ability to collect, prepare, and evaluate appropriate
   educational materials and visual aids.

              Ability to establish and maintain effective working
   relationships with individuals and groups, consumers, and agency
   staff.

              Ability to compose correspondence in the course of
   official duties.

               Ability to prepare clear, sound, accurate, and
   informative statistical and other reports and studies containing
   findings, conclusions, and recommendations.

             Ability to maintain essential records and files.

             Ability to learn to utilize various types of electronic
   and/or manual recording and information systems used by the agency,
   office, or related units.

               Ability to read, write, speak, understand, or communicate
   in English sufficiently to perform the duties of this position.
   American Sign Language or Braille may also be considered as
   acceptable forms of communication.
