Job Specification

PUBLIC HEALTH REPRESENTATIVE 3  

DEFINITION:

Under general supervision of a Public Health Representative of a higher level or other supervisory official in the Department of Health, participates in the administration of the health program and/or does field work involved in providing health diagnostic, screening, and health care services; does related work as required.

62922H- Bilingual in Spanish and English. SPECIAL SKILL Applicants must be able to read, write, speak, understand, or communicate in Spanish and English sufficiently to perform the duties of this position.

EXAMPLES OF WORK:

Assists supervisory personnel in the development and administration of a specific department program such as Tuberculosis, Drug Control, Emergency Medical Services, Communicable Diseases, Pesticides, Hemophilia and Renal Programs on the state, regional, or local level.

Does the office and/or field work required to promote the objectivies of a specific public health program.

Works with municipal, county, and other local authorities in coordinating specialized program activities dealing with patients, health care personnel, and government officials.

Assists in conducting selective serologic, epidemiologic, and other public health surveys, collecting data and follow up activities; compiles the data and assists in developing the final determinations and evaluations.

Confers with physicians, patients, disease contacts, social workers, and local government officials and their representatives in preparing case histories, reports, and other data supporting diagnostic or reported vital statistics information.

Conducts investigations of reports of improper or incomplete reporting techniques and maintains liaison with hospitals, health care facilities, registrars, schools, physicians, local health departments, and other cooperating agencies.

Gives talks to interested groups and/or instructions to improve reporting techniques, accuracy of reports, and increase knowledge of specific program problems and goals.

Visits patients at home, at work, at health care facilities, or other locations to determine if they are receiving prescribed treatment; may escort patients to treatment centers; maintains case records.

Assists the medical team in establishing contact, and setting up immunization or treatment centers; may be required to give immunizations, take blood samples, and other body specimens necessary for diagnostic purposes after proper training.

Sterilizes equipment and uses sterile and medically approved techniques in providing direct health care or diagnostic services.

Prepares clear, sound, accurate, and informative statistical and other reports and memoranda containing findings, conclusions, and recommendations.

Assists in maintaining essential records and files.

May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in a health or social service related program which shall have included responsibilities for interviewing, investigating, and/or conducting public health care surveys or patient care services.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the theories and principles of public health communicable disease screening, disease detection, and treatment methods.

Knowledge of how communicable diseases spread and recognized methods of disease control.

Knowledge of immunization programs and the effect of such programs on various communicable diseases.

Knowledge of modern public health methods of disease detection, prevention, and control.

Knowledge of the recognized public health practices used in the epidemiology of heavily populated areas.

Knowledge of the statistical and numerical methods to determine public health problem areas and to plan objectives.

Knowledge of the objectives of modern public health agencies, health care, and related services.

Knowledge of report writing, the development and updating of manual and computerized case history records and files.

Knowledge of the procedures to establish immunization or treatment centers and how to schedule patient work loads for the unit.

Knowledge of approved methods for taking blood samples and other body specimens, the equipment and supplies used to administer immunizations, drugs or antibiotic treatments, and the procedures and methods to sterilize such equipment.

Knowledge of the purposes, methods, and techniques of modern public health education.

Knowledge of the practical application of social psychology in making contacts with persons who are suffering from or who are presumed to be communicable disease contacts and in gaining their confidence and support.

Knowledge of the rules, regulations, policies, procedures, methods, and standards of the State Department of Health after a period of training.

Ability to comprehend, analyze, and interpret basic law and department regulations, policies, standards, and procedures, and apply them to specific situations in accordance with established procedure.

Ability to work cooperatively with affected personnel, local government officials, and leaders of civic and industrial associations concerning mutual local health services.

Ability to understand and apply learned public health principles of disease detection and prevention and prescribed treatment methods.

Ability to conduct epidemiology field investigations in large cities or other areas in accordance with public health principles.

Ability to use equipment to collect blood specimens and other body specimens.

Ability to administer immunizations, drugs, antibiotics, and other prescribed treatment after proper training.

Ability to conduct required field trips, surveys, studies, and investigations, and prepare reports thereon.

Ability to coordinate with department, local public health, welfare, and other units to further public health programs.

Ability to collect, tabulate, and interpret statistical data and to perform statistical work of moderate complexity.

Ability to communicate with physicians, nurses, patients, registrars, and others and enlist their cooperation with the department's public program.

Ability to prepare clear, sound, accurate, and informative case histories and reports containing findings, conclusions, and recommendations.

Ability to maintain essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
