PUBLIC HEALTH REPRESENTATIVE 3 COMMUNICABLE DISEASE DEFINITION:
Under supervision of a supervisory official, assists in the administration of a communicable disease program, and/or does the field work involved in providing health diagnostic screening and health care services in the area of communicable diseases including sexually transmitted diseases, tuberculosis and AIDS; does related work.

EXAMPLES OF WORK:
Assists supervisory personnel in the development and administration of a communicable disease program on the state, regional, or local level.
Does the administrative and fieldwork required to promote the objectives of a communicable disease program.
Works with government authorities in coordinating specialized program activities dealing with patients, health care personnel, and government officials.
Assists in conducting communicable disease serologic, epidemiological public health surveys, collecting data and follow- up activities, compiles the data so obtained, and assists in developing the final determinations and evaluations.
Confers with physicians, patients, disease contacts, social workers, and local government officials and their representatives in preparing case histories, reports, and other data supporting diagnostic or reported vital statistics information.
Conducts investigation of reports of improper or incomplete reporting techniques, and maintains liaison with hospitals, health care facilities registrars, schools, physicians, local health departments, and other cooperating agencies.
Gives talks to interested groups and/or instructions to improve reporting techniques, accuracy of reports, and to increase knowledge of the detection, prevention, control, and treatment of communicable diseases.
Visits patients at home, at work, at health care facilities, or other locations to determine whether they are receiving prescribed treatment; may escort patients to treatment centers and maintains case records.
Assists the medical team in establishing contact and setting up treatment centers; may be requested to take blood samples and other body specimens necessary for diagnostic purposes.
Prepares clear, sound, accurate, and informative statistical and other reports and memoranda containing findings, conclusions, and recommendations.
Assists in maintaining essential records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Five (5) years of professional experience in a communicable disease related health or social service program which shall have included responsibility for interviewing, investigating, and/or conducting public health care surveys or patient care services.
OR
Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the theories and principles of public health communicable disease screening, disease detection, and treatment methods.
Knowledge of communicable diseases and recognized methods of disease control.
Knowledge of treatment programs and the effect of such programs on various communicable diseases.
Knowledge of public health methods of communicable disease detection, prevention, and control.
Knowledge of the recognized public health practices used in the epidemiology of heavily populated areas.
Knowledge of the statistical and numerical methods used to determine public health problem areas, and to plan objectives.
Knowledge of the objectives of public health agencies, health care, and related services.
Knowledge of report writing, the development and updating of manual and computerized case history records and files.
Knowledge of the procedures used to establish immunization or treatment centers, and how to schedule patient workloads for the unit.
Knowledge of approved methods for taking blood samples and other body specimens, the equipment and supplies used to administer drugs or other treatment, and the procedures and methods to sterilize such equipment.
Knowledge of the purposes, methods, and techniques of public health education.
Knowledge of the practical application of social psychology in making contacts with persons who are suffering from or who are presumed to be communicable disease contacts and in gaining their confidence and support. Ability to comprehend, analyze, and make effective application of the rules, requlations, policies, procedures, methods, and standards of the State Department of Health.
Ability to comprehend, analyze, and interpret basic law and department regulations, policies, standards, and procedures and apply them to specific situations in accordance with established procedure.
Ability to work effectively with affected personnel, local government officials, and leaders of civic and industrial associations concerning mutual local health services to further communicable disease health programs.
Ability to understand and apply learned public health principles of disease detection, prevention, and established treatment methods.
Ability to conduct epidemiology field investigations in large cities or areas in accordance with public health principles.
Ability to use equipment to collect blood specimens and other body specimens.
Ability to administer immunizations, drugs, antibiotics, and other prescribed treatment after proper training.
Ability to conduct required field trips, surveys, and studies and investigations, and prepare reports thereon.
Ability to coordinate programs with department, local public health, welfare, and other units to further communicable disease programs.
Ability to collect, tabulate, and interpret statistical data, and to perform statistical work of moderate complexity.
Ability to communicate with physicians, nurses, patients, registrars, and others and enlist their cooperation with the department's public health programs.
Ability to prepare clear, sound, accurate and informative case histories and reports containing findings, conclusions, and recommendations.
Ability to maintain records and files.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
