Job Specification

PUBLIC HEALTH REPRESENTATIVE 2 EMERGENCY MEDICAL SERVICES  

DEFINITION:

Under direction of a Public Health Representative Emergency Medical Services of a higher grade, or other supervisory official, does field and/or office work involved in carrying out a specific phase of Emergency Medical Services or other public health program: does other related duties.

EXAMPLES OF WORK:

Assists in organizing the field and/or office work required to achieve the specific objective of the Emergency Medical Services Program: analyzes the public health problems involved, and develops effective evaluation methods.

Plans, develops, and monitors educational programs designed for use by Emergency Medical Services providers.

Reviews and approves certifications and recertification credentials of individual providers as necessary.

Visits, consults, and provides technical assistance, instruction, and guidance concerning Emergency Medical Services Program to local public health officials, physicians, first aide and rescue ambulance squads, hospital administrators, and other groups or individuals.

Monitors work of and provides assistance to field investigators in their collection, tabulation, and analysis of data and their investigation and reporting of prehospital emergency care problems.

Instructs individual investigators in methods, skills, and techniques used in interviewing and collecting accurate data.

Gives talks to local health personnel, private and voluntary agencies, hospitals, first aid squads, and other groups concerning Emergency Medical Services.

Compiles data such as the number type of life support services offered, number of vehicles, number of certified providers, number of service calls, for inclusion in and prepares detailed reports of the resources within the Emergency Medical Services Systems.

Confers with physicians, hospital officials, local health and volunteer personnel, and other interested groups or individuals concerning the provision of basic and advanced life support emergency care.

Prepares ambulance vehicle inspections for municipal, proprietary, volunteer, and mobile intensive care services and recommends approval or rejection of applicant licensure.

Prepares correspondence in the course of official duties.

Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of experience as a paramedic or registered nurse in a mobile intensive care program providing advanced life support services.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Certification as Emergency Medical Technician by the New Jersey State Department of Health and Senior Services.

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of effective methods in training ambulance technicians and paramedics.

Knowledge of the rules, regulations, policies, procedures, methods, and standards of the State Department of Health and Senior Services after a period of training.

Knowledge of the standards and protocols utilized in the provision of basic and advanced life support emergency care.

Knowledge of the practical applications of good interpersonal skills and the principles of group dynamics in making contacts with persons in the volunteer field.

Ability to present technical information in face-to-face contacts with individuals.

Ability to stimulate the active support and participation of cooperating health agencies and interested public and private groups in public health activities in the field of emergency medical services.

Ability to comprehend, analyze, and interpret basic law and department regulations, policies, standards, and procedures and apply them to specific situations in accordance with established procedure.

Ability to conduct the required field trips, inspections, surveys, studies, and investigations and prepare reports.

Ability to collect, tabulate, and interpret statistical data and to perform statistical work of moderate complexity.

Ability to prepare clear, sound, accurate, and informative case histories and reports containing findings, conclusions, and recommendations. Ability to maintain records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
