TRAINING TECHNICIAN 1 DEFINITION:
Under the close supervision of a Training Technician 3 or 4, or other supervisory official in a State department, institution, or agency outside of the Civil Service Commission, organizes and conducts basic agency specific introductory training courses, classes, workshops, seminars and other learning opportunities both in-person and virtually for the purpose of improving individual and/or organizational performance, or in the Civil Service Commission as part of Center for Learning and Improving Performance (CLIP), organizes and conducts basic introductory training courses, classes, workshops, seminars and other learning opportunities for the purpose of improving individual and/or organizational performance; does other related duties as required.

EXAMPLES OF WORK:
Conducts orientation, in-service, refresher and other training courses, classes and seminars.
Assists with the planning, development, administration, and implementation of a small segment of a department/agency training program.
Provides training and training development services such as limited assessment, coordination, instruction and evaluation.
Compiles information and data required for courses, classes and seminars.
Presents information to learners using a variety of instructional techniques and formats such as role playing, simulations, team exercises, group discussions, videos, and lectures.
Assists in reviewing agency rules, guidelines, policies, procedures and other resources for incorporation into training courses, training manuals, handbooks, and/or handouts.
Assists with the development of course content, modules, class outlines, and lesson plans.
Assists in assessing training needs through surveys, interviews with employees, focus groups, or consultation with supervisors or managers; drafts, applies and interprets post training participant surveys and other assessment tools used in developing procedures pertaining to a training plan.
May develop standard operating procedures for training purposes.
Proofreads training materials for completeness and accuracy.
Utilizes computers or other technologies to conduct training courses.
Makes arrangements for training which may include scheduling classroom space, setting up the classroom, obtaining required equipment, materials and supplies, etc.
May assist a higher-level Training Technician with organizing and conducting the more complex and/or specialized training courses, classes and seminars.
Answers questions from learners regarding the training material presented.
Maintains accurate employee attendance records for training courses and may issue certificates for the successful completion of the course.
Assists program managers and supervisors in developing on-the-job training procedures.
Prepares clear, technically sound, accurate, and informative statistical, evaluative, and other reports of training matters containing findings, conclusions and recommendations.
Maintains essential records, reports and files.
Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Five (5) years of professional experience in work involved in planning and carrying out training programs of varied types, such as employee training, adult education, and/or group education; or teaching in an elementary school setting through college which shall have included curriculum development and/or the organization of learning programs, or any combination thereof. OR
Possession of a bachelor's degree from an accredited college or university, and one (1) year of the above-mentioned professional experience.
OR
Possession of a Master's degree in Education or a related field.
NOTE:"Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
LICENSE
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the theories, practices, and methods relating to employee training and staff development.
Knowledge of the principles, methods, tools, and techniques of instruction, both in-person and virtually, and their application to training programs and of the learning process.
Knowledge of the methods used to gather and organize information.
Knowledge of the various instructional methods used to present information (role playing, team exercises, lectures, etc.)
Knowledge of program development techniques.
Knowledge of the criteria used to evaluate course effectiveness.
Knowledge of the principles of needs assessment for training purposes.
Knowledge of the fundamentals of public speaking.
Ability to assist in the preparation of lesson plans, training manuals, course outlines, guides and other related training materials.
Ability to conduct basic employee training courses, classes, studies, and surveys for the purpose of improving individual performance.
Ability to operate and effectively utilize computers, audiovisual equipment, and other technologies used in the conduct of training courses.
Ability to organize assigned work, analyze problems, and develop effective work methods.
Ability to establish and maintain self-reflective practices, cooperative working relationships with co-workers and others involved in the work of the unit and engagement, teaching, and facilitative practices that promote an optimal learning environment.
Ability to prepare clear, technically sound, accurate, and informative statistical, evaluative, and other reports of training matters containing findings, conclusions and recommendations.
Ability to establish and maintain accurate records, reports, and files.
Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
