BOARDING HOME EVALUATOR SOCIAL DEFINITION:
Under supervision in the Department of Community Affairs, evaluates the personal and financial services provided in boarding and rooming houses under the Boarding and Rooming House Act of 1979; and acts as a team leader in overall boarding and rooming house evaluations; does other related duties as required.

EXAMPLES OF WORK:
Conducts field trips to Boarding and Rooming Houses to ensure they are providing adequate personal and social services, clean and reasonably comfortable surroundings, and orderly and sufficient financial records, for the health and welfare of the residents and promoting a home like atmosphere.
Analyzes the sanitary, health and financial conditions at the Boarding Home facilities to see that the provisions of the act are being fulfilled and, when necessary, refers residents to other State agencies and/or the County Welfare Board.
After inspections, evaluates the condition and services rendered if license should be issued, or renewed under the standards set by the State and the Bureau of Boarding Home Enforcement.
In the event of violations, issues orders for corrective measures to be taken, imposes remedial measures, if infractions are not corrected, can initiate suspension or revocation of a license, or issue subpoenas for hearings.
Reviews financial records maintained by owners/operators.
Responsible for recommending audits of financial records which are inaccurate or not maintained in a correct and proper manner.
Ensures that the occupants are protected from harassment, fraud and eviction without due cause.
Act as a team leader for evaluators who are assessing the social and physical conditions of boarding homes.
Identifies and solves problems.
Maintains close liaison with County Welfare Boards and other agencies concerned with health and well being of the residents of the Boarding and Rooming Houses.
Provides technical assistance to owners/operators to enable them to make whatever changes or corrections are necessary to conform to the licensing standards issued by the State.
Represents the Department at hearings.
Prepares reports.
Ensures that boarders are referred to other agencies.
Prepares reports on the safety, security, recordkeeping, living conditions and service in rooming and boarding houses as compared to the regulations established pursuant to the Rooming and Boarding House Act of 1979.
Prepares correspondence.
Maintains records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in evaluating or rating of recognized health care facilities or the performance of case work services in a public or private welfare agency.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master's degree in social work, public health or in health care administration; and one (1) year of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the methods and procedures used in inspection and evaluation of a Boarding and Rooming House.
Knowledge of recordkeeping procedures and practices.
Knowledge of the principles and practices of nutrition and dietetics and of food and food requirements.
Knowledge of licensing or certification requirements for institutional food service facilities.
Knowledge of policies, laws, and programs of the social welfare system.
Knowledge of the methods and procedures for investigating complaints and the laws relating to investigations.
Knowledge of the agencies and departments of NJ State government that provide services to boarding home residents.
Knowledge of organization, equipment and management practices for residential facilities.
Knowledge of the mental and social disorders that may arise in the care of the boarding home residents.
Knowledge of accounting in order to review financial records and decide when outside audits should be done.
Ability to read and understand the provisions of the Boarding and Rooming House Act 1979.
Ability to evaluate services rendered and to suggest improvements made to conform to licensing standards.
Ability to provide decisions regarding the issuing of license under the provision of the Act.
Ability to prepare reports.
Ability to review financial and other records and recommends audits.
Ability to establish a working relationship with owners/operators and representatives from other agencies and the residents.
Ability to represent the Department at hearings.
Ability to analyze and interpret the laws and regulations and their applications.
Ability to prepare correspondence.
Ability to maintain records and files.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
