EMPLOYMENT SERVICES TRAINEE
DEFINITION:
Under direction of a supervisory official in the Department of Labor and Workforce Development, as a trainee and productive worker in a local employment office, does work involved in interviewing and classifying job applicants for employment; makes field and office investigations to determine applicant eligibility for employment disability benefits and/or unemployment insurance; assists in making investigations involved in observance of Title 34, New Jersey Statutes, or in administration of sections of the Prevailing Wage Act for which the office is responsible; does other related duties as required.

EXAMPLES OF WORK:
Under supervision, as trainee and productive worker:
Interviews applicants for employment and reviews their educational and experience records to determine their particular occupational qualifications.
Receives and records orders from employers, selects and refers qualified workers, and may verify placements.
Conducts a testing program for selected applicants and supervises the computation and analysis of test results.
Interviews, provides occupational advice and assistance to, and refers applicants requiring special assistance in occupational adjustment to Senior Interviewers and/or Employment Counselors.
Receives, examines, makes, and/or reviews for appropriateness, eligibility determinations on claims for unemployment or disability insurance benefits.
Visits claimants, employees, physicians, neighbors, and associates of claimants to obtain needed information.
Corresponds and/or confers with employees on status or tax liability and assists in negotiating collection of delinquent taxes.
Aids claimants in preparation of their claims and also informs them of their rights and obligations under law.
Confers with employers and/or their representatives to obtain information required to determine employer tax status and possible tax liability; explains provisions of NJ Unemployment Compensation Law and regulations pertaining to employment tax and negotiates with subject employers for payment of taxes due.
Visits places of employment and examines personnel records, employment records, payroll time books, registers, and other personnel records subject to the law.
Visits licensed establishments to determine whether they are maintained in conformity with the law.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Four (4) years of professional experience relevant to the position.
NOTE: Please refer to the Advancement section located at the bottom of this title specification for a comprehensive list of approved journeyman titles connected to this trainee title. Experience must be related to the journeyman title associated with the position.
OR
Possession of a bachelor's degree from an accredited college or university.
NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of laws of New Jersey dealing with disability benefits, unemployment compensation, and workers' compensation, after a period of training.
Knowledge of laws of New Jersey dealing with wages and hours, after a period of training.
Knowledge of methods involved in reviewing and analyzing questionable and/or disputed claims for payment of unemployment or disability benefits, after a period of training.
Knowledge of techniques of interviewing persons of varied educational levels, ethnic backgrounds, English comprehension, and occupational experience, after a period of training.
Knowledge of socioeconomic conditions in New Jersey, after a period of training.
Knowledge of record keeping methods, procedures, and routines and their application to clerical auditing and accounting work, after a period of training.
Ability to comprehend, analyze, and interpret basic laws and regulations.
Ability to learn to prepare correspondence to claimants, employers, out-of-state employment offices, or other public agencies regarding information required.
Ability to give testimony as a witness for the state.
Ability to profit from an in-service training program.
Ability to prepare clear, accurate, and informative reports.
Ability to maintain records and files.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

ADVANCEMENT:
Appointees who successfully complete the twelve (12) month training period will be eligible for advancement to the title among the following for which they have been trained: Interviewer, Examiner Unemployment Tax, Claims Examiner Unemployment and Disability Insurance, or Field Investigator 1, Wage and Hour Division and Contract Compliance.
The inability of an employee in this title to attain a level of performance warranting advancement to a title listed above shall considered as cause for separation.
