Job Specification

COORDINATOR, EMPLOYMENT AND TRAINING PROGRAMS

DEFINITION:

Under the general direction of a Supervisor, Employment and Training Programs, within Workforce New Jersey, takes the lead in planning, developing, and coordinating a large, complex employment and training program or more than one smaller employment and training programs; does other related duties as required.

EXAMPLES OF WORK:

May assist in planning and supervising work by taking the lead over a group of employees involved in providing employment and training programs.

Provides guidance and technical assistance by functioning as the program expert assisting professional staff involved in the implementation and/or review of employment and training programs.

Consults with staff and provides technical assistance in the design and implementation of plans for improving operations and coordinating services with State and Local Workforce Investment areas.

Takes the lead in the design and implementation of procedures and policies.

Serves as resource person to Employment and Training Specialists and provides advice and guidance on program operations.

Develops standards and guidelines for the delivery of services.

Analyzes and recommends changes in laws and codes.

Reviews annual plans, applications for funds, and final reports and recommends acceptance, modifications, or disapproval.

Reviews and develops reports and recommendations regarding program effectiveness and efficiency.

Reviews research, literature and legislation and consults with experts in the appropriate discipline(s) to determine the current and future trends in workforce development and service delivery.

Provides guidance to other staff as needed.

Coordinates the planning, implementation and operation of employment and training programs.

Develops grant applications, plan review documents, contracts, modifications, memoranda of agreement and other documents necessary to implement employment and training programs.

Provides technical advice and assistance to workforce investment areas operating employment and training programs. Coordinates the negotiation, modification and implementation of contracts and memoranda of agreement for employment and training activities funded under any number of State and/or Federal sources.

Monitors and evaluates the effectiveness of employment and training programs to determine whether they meet objectives and are following Federal and State regulations.

Coordinates the compilation and interpretation of program data.

Develops and implements corrective action plans for employment and training programs.

Participates in the development and preparation of regular and special reports regarding employment and training programs.

Participates in initiatives to meet the employment and training needs of workers affected by major plant closings and layoffs.

Identifies and prepares plans to meet the training needs of One-Stop Career Center staff.

Assists in coordinating the work of assigned staff.

Investigates complaints concerning the administration of employment and training programs.

Establishes and maintains cooperative working relationships with those interested or involved in the work of the program.

Prepares and delivers presentations of employment and training programs.

Prepares reports and correspondence.

Establishes and maintains essential records and files.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in the development, implementation, and/or coordination of a multi-phase employment and training program in a large public or private agency.

OR

Possession of a bachelor's degree from an accredited college or university; and (4) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Political Science, Education, Economics, Sociology, Psychology, Public administration, or Human Resource Development from an accredited college or university; and three (3) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to plan and develop employment-training programs.

Knowledge of program evaluation techniques.

Knowledge of the methods used to collect and analyze data. Knowledge of the methods used to negotiate, develop, and modify contracts.

Ability to develop, coordinate and implement employment and training programs. Ability to provide advice and technical assistance.

Ability to investigate complaints.

Ability to negotiate and prepare contracts.

Ability to monitor and evaluate program services.

Ability to conduct and participate in studies and surveys.

Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the program.

Ability to interpret laws and regulations and apply them to specific situations.

Ability to prepare correspondence and reports.

Ability to establish and maintain essential records and files.

Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
